MINUTES Tuesday, September 24, 2013 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Sue Aguilar, Kenny Anderson Jr., James Entenman, Michelle Erpenbach, Greg Jamison, and Dean Karsky Members Absent: Rex Rolfing, Kermit L. Staggers and Mayor Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order Council Chair Jim Entenman called the meeting to order at 4:00 p.m. 2. Land Use Committee A. Report on the meeting held Tuesday, September 17, 2013 This report has been rescheduled to the October 1, 2013, Informational Meeting. 3. City Council Open Discussion Council Member Michelle Erpenbach provided an update on the railroad cleanup project held on Saturday. 4:05 p.m. Council Member Kermit L. Staggers arrived at the meeting at this time. 4. Presentations A. Monthly Events Center Project Update by the Administration Kendra Siemonsma, Special Projects Manager, spoke about design and construction updates. Mark Cotter, Director of Public Works, continued with additional design and construction updates. Mike Cooper, Director of Planning and Building Services, discussed event parking coordination.  Darrin Smith, Director of Community Development and Public Parking, spoke regarding sponsorship updates. Tracy Turbak, Director of Finance, provided a Financial Summary, as of August 31, 2013. 5. Executive Session A. Proposed Executive Session to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). A motion made by Council Member Sue Aguilar and seconded by Council Member Dean Karsky at 4:41 p.m. to go into Executive Session to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). Council Chair Entenman called for a voice vote on that motion and all members voted yes. Motion Passed. A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Kenny Anderson Jr. to exit Executive Session at 5:44 p.m. Council Chair Entenman called for a voice vote on that motion and all members voted yes.
