MINUTES Tuesday, May 20, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order City Council Vice-Chair Dean Karsky called the meeting to order at 4:00 p.m. He mentioned the Installation of the newly elected and re-elected City Council members. 2. Public Services Committee A. Report on meeting held on Tuesday, May 13, 2014 City Council member Kenny Anderson Jr. said they reviewed the Pawn Shop ordinance and Fee Increases for Fire Prevention Permits and Licenses, at the recent committee meeting. 3. Urbanized Development Commission (UDC) A. Report on meeting held on Thursday, May 15, 2014 City Council member Rex Rolfing gave a report on the items discussed which were: the Unified Planning Work Program, the 2015 budget, and the Transportation Improvement Program. Discussion followed. 4. City Council Open Discussion City Council member Greg Jamison said on tonight's Consent Agenda there is an item regarding purchasing snow gates. He invited Mark Cotter, Director of Public Works, to explain the process. Cotter reviewed the bid process regarding purchasing of snow gates. Discussion followed. Anderson Jr. spoke about attending the Colton Library Open House on Saturday. Jamison said during last week's cool weather he received a call about an ordinance requiring landlords to provide heat to their tenants during certain times of the year. Due to the warm weather some landlords turned off their boiler systems early. It varies on when landlords turn off their boilers. Jamison would like to review the ordinance and timeline, for turning off boilers. The item was assigned to the Public Services Committee. City Council member Michelle Erpenbach thanked Jamison for inviting Cotter to the meeting to discuss snow gates. Karsky said that he and City Council members Kermit L. Staggers, Erpenbach and Jamison attended Armed Forces Day at the VA Hospital, on Saturday. He added that he has asked Cotter to discuss the Railroad Relocation program, at an Informational Meeting, at the end of June. Karsky also welcomed new City Council members Rick Kiley and Christine M. Erickson. 5. Presentations A. 2014 Ambulance Rate Increase for Rural/Metro Ambulance by Tim Rave, General Manager Tim Rave, Rural/Metro Ambulance General Manager, updated the Council on the annual rate increase. He said the increase will be 2.9%. Rave reviewed the billing process. Discussion followed. B. Update on the Top 10 Subdivision Annexation Project by Debra Gaikowski, Project Manager Debra Gaikowski, Project Manager, spoke about the subdivision annexation project. She reviewed: the purpose and benefits of the project, scope of the project, annexation criteria, steps to annexation, and project progress. Discussion followed. C. April Monthly Financial Report by Tracy Turbak, Director of Finance Tracy Turbak, Director of Finance, reviewed the following items from the April Monthly Financial Report: the Sioux Falls MSA Unemployment rate; year-to-date Building Permit valuations; Sales Tax Collections without Audits, cumulative 12 month rolling growth rate; Entertainment Tax Collections without Audits, cumulative 12 month rolling growth rate; and year-to-date revenues and expenses. Discussion followed. 6. Executive Session A. Proposed Executive Session to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). A motion made by Council Member Rex Rolfing and seconded by Council Member Kenny Anderson Jr. to go into Executive Session at 4:58 p.m. to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). City Council Vice-Chair Dean Karsky called for a voice vote. All members voted yes. Motion Passed. The Executive Session was held. A motion made by Council Member Rex Rolfing and seconded by Council Member Greg Jamison to go out of Executive Session at 5:36 p.m. City Council Vice-Chair Dean Karsky called for a voice vote. All members voted yes. Motion Passed. 7. Adjournment City Council Vice-Chair Dean Karsky adjourned the meeting at 5:36 p.m. Denise D. Tucker, CMC Assistant City Clerk
