MINUTES Tuesday, September 9, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, Rex Rolfing, Kermit L. Staggers Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; Lorie Hogstad, CMC, City Clerk; David Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order City Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. Staff Report A. Lorie Hogstad, City Clerk Lorie Hogstad, City Clerk, provided an update on changes at the Carnegie Town Hall regarding new tile in the west entry; fenced air conditioning updates to improve air flow; and generator updates for the AV Equipment in the building to assist with any future power outage problems. Hogstad also provided an update on the "Continuity of Operations Plan" to the City Council. 3. Fiscal Committee A. Report on meeting held on Tuesday, September 2, 2014 Committee Chair Greg Jamison stated the committee reviewed Fleet Management Methodology and future changes. 4. City Council Open Discussion Karsky announced the cancellation of the following meetings on Tuesday, September 16, 2014: the Informational Meeting at 4:00 p.m and the Land Use Committee Meeting which follows the Informational Meeting.  Council Member Kermit Staggers spoke regarding telephone calls he has been receiving from citizens expressing concern about their neighbors calling in code violations. Staggers cited an example about a citizen parking a motor home in their own driveway. Discussion followed. 5. Presentations A. National Citizen Survey by Jim David, Legislative/Operations Manager Jim David, Legislative/Operations Manager, stated that an ad hoc Council Committee has identified five draft questions for the Council's consideration. The following information was distributed, reviewed, and discussed. National Citizen Survey Proposed Custom Questions 1. Should the city spend more money to enforce city rules about property maintenance (lawn mowing, weed control, snow removal, etc.)? These expenses would include but not be limited to hiring more employees, and providing equipment and resources for them to do their work. Currently, these rules are enforced on a complaint basis, meaning citizens like you need to call city hall for many city codes to be enforced. 3. Are you satisfied with the City’s efforts to define zoning rules for land uses that help developments transition from single family housing to other land uses including apartments, commercial and industrial developments? 4. Spellerberg Indoor Aquatics Center Contracts by Don Kearney, Director Parks and Recreation; and Jim Wiederrich, Attorney for Woods, Fuller, Schultz & Smith, P.C. Don Kearney, Director of Parks and Recreation, provided opening remarks regarding the Spellerberg Indoor Aquatics Center Contracts. A PowerPoint Presentation was reviewed covering the following information for the Architect/Engineer and Construction Manager at Risk Contracts: Project Scope; Aquatic Center; City's Project Requirements; Construction Manager At Risk Approach; City/Architect Contract; Parties; Guaranteed Maximum Price; Architect's Project Services and Fee; Reimbursable Expenses; Construction Manager's Compensation; Cost of the Work; Performance and Payment Bonds; and Construction Contract Approaches.
