MINUTES Tuesday, September 30, 2014 Informational Meeting 4:00 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Christine M. Erickson, Michelle Erpenbach, Dean Karsky, Rick Kiley, Kermit L. Staggers Members Absent: Kenny Anderson Jr., Greg Jamison, Rex Rolfing, and Mike T. Huether Staff Present: Denise D. Tucker, CMC, Assistant City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager 1. Call To Order City Council Chair Dean Karsky called the meeting to order at 4:00 p.m. 2. City Council Open Discussion Council Member Kermit Staggers discussed a recent trial involving the City of Sioux Falls versus Bruce Danielson. He said it was a criminal case, in which, Danielson supposedly violated a City ordinance. Staggers suggested that they should be focusing on cleaning up some City ordinances to make them clearer and more precise. Council Member Greg Jamison arrived at this time. 3. Presentations A. August Monthly Financial Report by Tracy Turbak, Director of Finance Tracy Turbak, Director of Finance, presented the August monthly financial report. He discussed: Sioux Falls MSA Unemployment; Building Permits YTD Permit Valuations; Sales Tax Collections w/out Audits Cumulative 12 Month Rolling Growth Rate; Entertainment Tax Collections w/out Audits Cumulative 12 Month Rolling Growth Rate; Revenue YTD; and Expense YTD. Discussion followed. Due to the recent hail storms, there have been a lot of roofing permits obtained for shingling. Jamison said it would be nice to know how Building Services is handling the influx of permits. He said he knows it is also impacting the permit process for other projects. Jamison would also like to know what could be done to help the department if another storm occurred. Karsky said, Sioux Falls is unusual in requiring a permit to reroof a house. He said most other municipalities don't require it. Karsky referred the issue to the Land Use Committee. B. Update on Proposed Deer Management Plan by Keith Allenstein, Assistant City Attorney; and Chief Doug Barthel, Sioux Falls Police Department Chief Doug Barthel provided an update on the Deer Management Plan. He said there are concerns about the growing deer population. In 2013, there was almost $200,000 in damage due to collisions with deer. Barthel reviewed some approaches that are being considered for deer management. He added that they have been working with Game, Fish & Parks, on this issue. Emmett Keyser, Regional Supervisor with Game, Fish & Parks, spoke in support of the Deer Management Plan. Keith Allenstein, Assistant City Attorney, spoke about the proposed feeding ban ordinance. He said the proposal is similar to ordinances in others cities, like Pierre. Currently people are only prohibited from putting out salt blocks for deer. Discussion followed. 4. Executive Session A. Personnel matters pursuant to SDCL 1-25-2(1) A motion made by Council Member Michelle Erpenbach and seconded by Council Member Greg Jamison to go into Executive Session at 4:40 p.m. to consult about personnel matters pursuant to SDCL 1-25-2(1). City Council Chair Dean Karsky called for a voice vote. All members voted yes. Motion Passed. The Executive Session began at 4:47 p.m. A motion made by Council Member Christine M. Erickson and seconded by Council Member Rick Kiley to go out of Executive Session at 4:59 p.m. City Council Chair Dean Karsky called for a voice vote. All members voted yes. Motion Passed. 5.
