MINUTES Tuesday, September 8, 2015 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Kenny Anderson Jr., Christine M. Erickson, Michelle Erpenbach, Greg Jamison, Dean Karsky, Rick Kiley, and Kermit L. Staggers Members Absent: Council Member Rex Rolfing and Mayor Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Dave Bixler, Budget Analyst; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Kenny Anderson Jr. called the meeting to order at 4 p.m. 2. Land Use Committee A. Meeting of Tuesday, July 28, 2015 Council Member Rick Kiley presented an update on the Land Use Committee Meeting held on July 28, 2015. The topics included the microcell towers and the billboard ordinance. 3. City Council Open Discussion There was none. 4. Presentations A. Tax Increment Financing Update - TIF Request 2015-A, Washington Square by Brent O'Neil, Economic Development Manager Brent O'Neil, Economic Development Manager, reviewed the following PowerPoint Slides: Proposed Tax Incremental District; Project Overview; TIF Planning Considerations; Evaluating TIF Requests; TIF Evaluation; TIF-Eligible Expenses; Total Tax Payments/Fiscal Impact; TIF Eligibility: Economic Development and Blight; Public Parking Availability; and Recommendations. Discussion followed. 5. Executive Session A. Consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). A motion was made by Council Member Dean Karsky and seconded by Council Member Christine M. Erickson to go into Executive Session at 4:20 p.m. to consult with legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). Council Chair Kenny Anderson Jr. called for a voice vote. All members voted yes. Motion Passed. A motion was made by Council Member Dean Karsky and seconded by Council Member Christine M. Erickson to go out of Executive Session at 5:07 p.m. Council Chair Kenny Anderson Jr. called for a voice vote. All members voted yes. Motion Passed. 6.
