Informational Meeting 4 PM at Carnegie Town Hall
Sioux Falls City Council 235 West Tenth Street
Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex
Rolfing, Marshall Selberg, Pat Starr, Theresa Stehly
Members Absent: Mike T. Huether
Staff Present: Tom Greco, City Clerk, David Bixler, Budget Analyst; Jim David,
Legislative/Operations Manager; and Rich Oksol, Lead Internal Audit Manager
1. Call To Order
City Council Chair Rex Rolfing called the meeting to order at 4 p.m.
2. City Council Open Discussion
Council Member Theresa Stehly stated that she will be distributing flyers in five
neighborhoods on June 18, to encourage residents to form Neighborhood Watch
Programs; she invited other Council Members to join her.
Stehly requested that the Sioux Falls Police Chief and Minnehaha County Sherriff be
invited to an Informational Meeting to discuss their different functions and how the two
entities work together.
Rolfing asked for feedback on these topics from the Council. Council Member Greg
Neitzert asked that such a presentation include a discussion about perceptions of crime in
the city. Council Members Marshall Selberg and Pat Starr agreed with having such a
presentation. Rolfing asked Jim David, Legislative/Operations Manager to coordinate the
presentation.
Neitzert recommended a presentation about the indoor pool construction progress be
provided at a future Informational Meeting. Rolfing stated that the next scheduled
quarterly update is at the end of July. Council Member Michelle Erpenbach stated that
she recently reviewed the plan map online, which has not changed. Discussion followed.
Erpenbach described the Hope Coalition and invited the Council Members to read the
book, Our Kids: The American Dream in Crisis, by Robert Putnam, for a greater
understanding of the type of issues the Hope Coalition addresses.
Council Member Christine M. Erickson wished Council Member Starr a happy birthday.
3. Presentations
A. Trip Report: Athenian Leadership Dialogue by Denise D. Tucker, MMC, Assistant
City Clerk
This item will be moved to the Tuesday, July 5, 2016, Informational Meeting.
B. Shape Places Zoning Ordinance Refresher for Existing and Newly-Elected City
Council Members by Jeff Schmitt, Chief Planning and Zoning Official; and Jason
Bieber, Urban Planner
Jeff Schmitt reviewed the following slides: Guiding Tools; Background Public
Input; and, What is Shape Places. Jason Bieber reviewed the remaining topics and
slides: Planning Commission and City Council; Regulation; Decision-Making;
Public Involvement and Concerns; The Public Hearing Process; Special Uses; and,
Zoning Interface. Discussion followed.
C. Floodplain Management Ordinance Amendments by Jeff Schmitt, Chief Planning
and Zoning Official; and Lance Weatherly, Principle Drainage Engineer
Jeff Schmitt reviewed the following slides: Knowing Our History; National Flood
Insurance Program - Community Rating System; Timeline: Levee/Physical Map
Revision, Southwest/Physical Map Revision; Existing Ordinance; Subdivision
Design and Flood Hazard Areas; Ordinance Amendments; Section 1 - Consistency
156.015; Section 2 - FEMA: Required to be consistent with maps 156.031; Section
4 - Flood Hazard Certificates; Section 7 - Floodplain Variances 156.054; Section 8
- Fees for Review and Permitting 156.055; Section 9 - Provisions for Flood
Hazard Reduction, 156.060; Section 12 - Specific Standards 156.066; Section 13 -
Standards for Subdivision Proposals; Chapter 11 - Engineering Design Standards;
Section 13 - Standards for Subdivision Proposals, 156.067; Section 14 - Provisions
for Flood Hazard Reductions, 156.069; Floodplain Management; What Ordinances
and Standards Should be Required Prior to Development? Discussion followed.
4. Executive Session
A. Consulting with legal counsel or reviewing communications from legal counsel
about proposed or pending litigation or contractual matters pursuant to SDCL 1-
25-2(3).
A motion was made by Council Vice Chair Rick Kiley and seconded by Council
Member Michelle Erpenbach to enter into Executive Session at 5:00 p.m. for the
purpose of consulting with legal counsel or reviewing communications from legal
counsel about proposed or pending litigation or contractual matters pursuant to
SDCL 1-25(3).
City Council Chair Rex Rolfing closed the meeting for Executive Session. The
session started at 5:04 p.m.
City Council Member Rex Rolfing called for a voice vote to adjourn. All members
voted yes.
5. Adjournment
City Council Chair Rex Rolfing adjourned the meeting at 5:30 p.m.
