MINUTES Tuesday, July 26, 2016 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, and Theresa Stehly Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Tom Greco, City Clerk; Jim David, Legislative/Operations Manager; and Rich Oksol, Internal Audit Manager 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. 2. Audit Committee A. Meeting of Thursday, July 21, 2016, at 4 p.m. Rolfing reviewed the following topics discussed at the previous Audit Committee Meeting: External Audit Results of the Financial Statements; Audit Reports on Information Technology; City Wide Accounts Receivable; Storm Drainage; and a Special Audit request. 3. City Council Open Discussion Council Member Christine M. Erickson shared information about the Sioux Falls Storm football championship game. She stated it was "Law Enforcement Appreciation Night" at the game and attendees included representatives from the Sioux Falls, Brandon and Tea Police Departments, the Sheriff's Department, and the Highway Patrol. She stated a very moving speech was given regarding getting along, being kind and things going on in the nation right now. Rolfing reminded the Council of the upcoming tour of the City's Capital Projects on Thursday, August 4, 2016, from 2 p.m. to 5 p.m. This bus tour has limited seating; if citizens wish to attend the tour, please contact Jim David at jdavid@siouxfalls.org or call him at 605-367-8085 by 5 p.m. on Tuesday, August 2, 2016. 4. Presentations A. Quarterly Indoor Aquatic Center Update by the Administration Don Kearney, Director of Parks and Recreation, reviewed the following PowerPoint Slides: Construction Progress Report; Additional Park Improvements; What to Expect on Site Throughout the Summer; Neighborhood and Public Engagement; Sponsorship Opportunities; and Operations Update. Tracy Turbak, Director of Finance, reviewed the following PowerPoint Slide: Financial Summary - as of June 30, 2016. Discussion followed. B. Challenges and Opportunities in Creating a Sustainable Transit System in Sioux Falls by Sam Trebilcock, Transportation Planner Sam Trebilcock, Transportation Planner, reviewed the following PowerPoint Slides: Sioux Area Metro Fixed-Route Services; Paratransit Services; 2016 Transit Budget; Other Transportation Options in Sioux Falls; Sioux Area Metro compared to Other Transit Systems; Paratransit Ridership Comparison; Lower Fixed-Route Ridership Comparison; State of South Dakota provides very little funding for transit; Taxes; Agency Fares and Contracts by Community; What are the Challenges to Sioux Area Metro?; Agency Tips; Sioux Falls Agency Trips on Paratransit; Under allocation of Agency Trip Costs on Paratransit; What do other cities do with Agency Trips; Goals from Transit Task Force Report; Changes in last three years to help create sustainable Transit System; What paratransit efficiency initiatives are being worked on for 2017?; What other efficiency initiatives are being worked on or completed?; Transit Future Financial Forecast; and Future Planning. Discussion followed. C. Emerald Ash Borer by Kelby Mieras, Park Operations Manager Kelby Mieras, Park Operations Manager, reviewed the following PowerPoint Slides regarding Emerald Ash Borers: History of EAB; 2016 Status; How EAB Spreads; EAB Kills Ash Trees by:; Signs of EAB; Treatment for EAB; Sioux Falls' Proactive Approach; Public Education; Current Sioux Falls Stats; Steps for an EAB Detection in Sioux Falls; Associated Costs; and Conclusion: What Do Homeowners Need to Know?
