MINUTES Tuesday, August 23, 2016 Informational Meeting 4 PM at Carnegie Town Hall Sioux Falls City Council 235 West Tenth Street Members Present: Christine M. Erickson, Michelle Erpenbach, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr, and Theresa Stehly Members Absent: Mike T. Huether Staff Present: Tamara Jorgensen, MMC, Assistant City Clerk; Tom Greco, City Clerk; and Jim David, Legislative/Operations Manager 1. Call To Order Council Chair Rex Rolfing called the meeting to order at 4 p.m. Rolfing advised the listening audience that today’s Joint City Council/Minnehaha County Commission meeting is cancelled. 2. Urbanized Development Commission (UDC) A. Thursday, August 11, 2016, at 4 p.m. Rolfing provided an update on the last meeting with the following information: Final draft of the Transportation Improvement Program; Veterans Parkway; planned infrastructure improvements, and planned highway improvements. 3. City Council Open Discussion Council Member Theresa Stehly invited the Council to join her at the Benson Flea Market on the weekend of October 1-2. Stehly will be renting a booth and will be available for meeting and speaking with citizens. Stehly provided an update on the boulevard ordinance regarding the warning and enforcement timelines. Additional information regarding this item will be received in water bill inserts in the near future. Council Member Pat Starr complimented the group “Compassionate Sioux Falls” for sponsoring the Living Library and explained that this was an event where individuals were 'the books' and shared their backgrounds and stories. Starr gave recognition to Collen Moran, Assistant City Attorney, and Denise Tucker, Assistant City Clerk, for their participation in Compassionate Sioux Falls. Starr spoke about a neighborhood meeting held on Saturday, August 20, 2016, held at Fire House 7, at 1100 East Benson Road. The event was attended by Matt Burns, Chief of Police, and Jim Sideras, Fire Chief, and included discussions on neighborhood safety. Council Member Christine M. Erickson spoke regarding a recent email from the City Attorney's office providing an update on the initiative process. Erickson noted that the bonds do not have to be sold on October 1, 2016; she stated that the administration can pause this process. Erickson stated the terminology is a "can sell" vs. "shall sell". Stehly added that in her prior experiences with two petitions, the review process had taken about a week. She stated that she has every confidence that the process will take the same amount of time for this petition as well. Starr provided an update on the news conference regarding the Railroad Redevelopment Project. Starr gave a timeline on citizen involvement and suggestions for redeveloping this area. Erickson asked if there was any conversation regarding the short timeline for this item. Rolfing stated that there were consultants coming in from out of state to present and this may have had an impact on the timeline schedule. Council Member Marshall Selberg provided an update on the recent tour of the water division. He stated it was a fantastic tour and that he is very impressed with the facility. 4. Presentations A. Results of 2016 Community Health Needs Assessment by Alicia Collura, Assistant Director of Public Health; and Mary Michaels, Public Health Prevention Coordinator Alicia Collura, Assistant Director of Public Health, provided opening remarks and thanked the following members for their participation and assistance with this project:  Julie Ward, Vice President of Innovation & Strategy, Avera McKennan Hospital & University Health Center  Teresa Miller, Director of Market Intelligence, Avera McKennan Hospital & University Health Center  Caitlin Hurley, Director, Innovation Development, Avera McKennan Hospital & University Health Center  Carrie McLeod, Enterprise Community Benefit/Community Health Improvement , Sanford Health  Mary Michaels, Public Health Prevention Coordinator, Sioux Falls Health Department  Stan Kogan, Health Promotion Specialist, Sioux Falls Health Department Mary Michaels, Public Health Prevention Coordinator, reviewed and discussed the following PowerPoint slides: The Community Health Needs Assessment; What Impacts Our Health?; Health in All Policies; Priority Area 1: Obesity; Fruit and Vegetable Consumption; Priority Area 2: Behavioral Health and Substance Use; Binge Drinking in the Sioux Falls MSA: Substance Use: By the Numbers; Priority Area 3: Access to Care; Cost of Chronic Disease in South Dakota; Benefits of Prevention; and Collaborative Strategies. Discussion followed. B. July Monthly Financial Report by Tracy Turbak, Director of Finance Tracy Turbak, Director of Finance, reviewed the following PowerPoint slides: Sioux Falls MSA Unemployment; Building Permits YTD Permit Valuations; Sales Tax Collections w/out Audits Cumulative 12 Month Rolling Growth Rate; Entertainment Tax Collections w/out Audits Cumulative 12 Month Rolling Growth Rate; Consumer Price Index 12-Month Percent Change Annual Average; and Revenue and Expense YTD.
