MINUTES Tuesday, September 12, 2017 Informational City Council 4 PM Meeting Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Rick Kiley, Greg Neitzert, Rex Rolfing, Marshall Selberg, Pat Starr and Theresa Stehly (arr. 4:02 p.m.) Members Absent: Michelle Erpenbach and Mike T. Huether 1. Call To Order Council Chair Rick Kiley called the meeting to order at 4 p.m. 2. City Council Open Discussion Council Member Marshall Selberg stated that the Land Use Committee Meeting scheduled for Tuesday, September 19, 2017, is canceled. Kiley reminded the audience that there will be the Annexation Task Force Open House on Wednesday, September 13, 2017, from 5:30 p.m. to 7 p.m. This open house will be held at the Downtown Library, 200 North Dakota Avenue, in Rooms A and B. 3. Presentations A. Top Ten Projects Update by Tom Huber, Assistant Director of Finance Presentation: Approximately 10 minutes followed by discussion Tom Huber, Assistant Director of Finance, provided an update on Land Management Software, the Midco Aquatic Center, Tobacco-Free Initiative, Fleet Management, Public Safety Software, Public Safety Facilities Study, City Administration Building, Mixed-Use Parking Ramp, Rail Yard Redevelopment, Subdivision Annexation, What Works Cities, and the link to staying current. Discussion about inviting input and feedback from the counties in the study regarding fleet management and public safety facilities followed. B. Lewis and Clark Bond Refinancing by Tracy Turbak, Director of Finance Presentation: Approximately 15 minutes followed by discussion Tracy Turbak, Director of Finance, presented information regarding the Sales Tax Bond Refunding (2007A - Lewis & Clark Bonds). The following topics were discussed: Financing Team; Original (Old) Bonds; Current Status of the Old Bonds; Proposed 2017A (New) Bonds; Water Fund Cash - $25.0 Million; Cash  Outflow Comparison; Estimated Savings; Bond Ordinance; and the Next Steps. Discussion regarding water sources, federal funding, 2nd penny funds, Lewis & Clark fees, and annual bond payments followed. 4.
