Members Absent: Michelle Erpenbach, Rex Rolfing, and Mike T. Huether
1. Call To Order
Council Chair Rick Kiley called the meeting to order at 4 p.m.
2. Public Services Committee
A. Meeting of Tuesday, March 13, 2018
Council Member Christine M. Erickson provided an update regarding the
presentations made by Marty Jackley, Attorney General for South Dakota, Matt
Burn, Chief of Police, Mike Milstead, Minnehaha County Sheriff and Kari Benz,
Minnehaha County Human Services.
3. City Council Open Discussion
Council Member Theresa Stehly spoke regarding a proposed Resolution by her and
Council Member Pat Starr regarding the immediate release of the Falls Park Independent
Safety Audit.
Erickson asked if this resolution has been provided to the Administration and if feedback
has been received. She stated Council Members have not received the report and is
asking if the report can be released without the need for the resolution.
Conversation continued on this topic regarding repeated requests made to the
Administration and to the Public Assurance Alliance to release the documents, reports or
audit.
4. Presentations
A. Preparing Our Wastewater System for the Future by Mark Cotter, Director of
Public Works; and Trent Lubbers, Utility Operations Administrator
Presentation: Approximately 20 minutes followed by discussion
Cotter reviewed the following PowerPoint Slides: A History of Reliable Service;
Sioux Falls, 1984; Sioux Falls: 2017; Sioux Falls: 1984-2017; About the Regional
Treatment Facility; About the Collection System; Master Planning Process;
Master Planning Team; Master Plan Drivers: Aging Infrastructure, Capacity for
Regional Growth, Growing Customer Base, Future Regulations, Future
Regulations; Current Facility; Future Facility; Master Plan Recommended
Improvements; Next Steps in 2018; and Investing in our Wastewater System.
A two page brochure illustrating key improvements in the Wastewater System was
also reviewed and discussed.
Discussion followed regarding: Flood Basin 13 and the regional customer
base; the regional customer impact on Sioux Falls; how this plan will impact
customer rates; thanking previous City Council's for being proactive about
infrastructure and water concerns; a request for a future presentation for the new
City Council regarding rate modeling; consulting fees and costs; the need for
affordable rates as a priority in Sioux Falls; Performance Audits on the Public
Works Departments; the number of customers in the system; future assistance
from the Federal government; grants available within South Dakota from the
Federal Government; the types of water conservation methods used in Sioux Falls;
projections for industrial development in the region and planning for water
usage/industrial growth; conservation and funding efforts; sewer districts; cost
recovery presentations; and temporary lift stations.
B. 2018 Election Update by Tom Greco, City Clerk
Presentation: Approximately 15 minutes followed by discussion
Greco gave the following Election PowerPoint Presentation: Topics; Next Two
Weeks; Information for Voters; New to Elections: New Ballot Marking Device;
and the New Counting Center Location.
Discussion followed on the following topics: Access to Precinct 1-17; ADA
accessibility standards to be met for precincts; the turnaround time between
elections for the ExpressVote ballot marking machines; the location change to the
new Counting Center; and a review of state law regarding recounts.
5. Adjournment
Council Chair Rick Kiley adjourned the meeting at 5:41 p.m.
