MINUTES Tuesday, June 12, 2018 Informational City Council Meeting 4 PM Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Janet Brekke, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Members Absent: Christine M. Erickson 1. Call To Order Council Vice Chair Marshall Selberg called the meeting to order at 4 p.m. 2. City Council Open Discussion Council Member Janet Brekke stated she would be bringing forward a proposed ordinance amendment regarding public input at the City Council Meeting on Tuesday, June 19, 2018. Council Member Theresa Stehly spoke about the proposed changes to the location of Public Input on the City Council agenda. Council Member Greg Neitzart spoke about the process for passing an ordinance in the City Council. Council Member Pat Starr spoke about recent thefts of guns from unlocked vehicles. Starr spoke about increasing the penalty for having unsecured firearms in cars. Stehly asked Council Member Marshall Selberg about the timeline for the proposed public input resolution changes. This information will be discussed later in on this Informational agenda. 3. Presentations A. Georgetown University Certificate Program on Juvenile Justice by Judge Joni Cutler, South Dakota UJS 2nd Circuit Judge, Juvenile Bench; Carole James, Minnehaha County Senior Deputy State's Attorney; Andrew Robertson, Minnehaha County Senior Deputy Public Defender; Jason Leach, Sioux Falls Audit Committee: Greg Neitzert, Chair Fiscal Committee: Pat Starr, Chair Land Use Committee: Rick Kiley, Chair Operations Committee: Marshall Selberg, Chair Public Services Committee: Curt Soehl, Chair  Police Department Sergeant School Resource Officer; Rebecca Kiesow-Knudsen; Lutheran Social Services VP Community Services; Rebecca Donaldson, Lutheran Social Services Racial & Ethnic Fairness Coordinator; and Erin Srstka, Minnehaha County Commission Program Development Officer Presentation: Approximately 30 minutes followed by discussion The following presentation was reviewed and talked about: Capstone Overview; Minnehaha County Team; Georgetown Overview; Minnehaha County Data; Capstone Goal; Capstone Strategies; and Capstone Funding. Discussion followed regarding: the definition of diversion; whether or not there are enough school resources to provide drug and alcohol prevention; how to measure early drug and alcohol intervention and prevention; the availability of family resources; and access to functional family therapy. B. Emerald Ash Borer Update by Kelby Mieras, Park Operations Manager Presentation: Approximately 20 minutes followed by discussion The following presentation was reviewed and discussed: Emerald Ash Borer-State of Sioux Falls; Infestation; Mortality; Injections; Lessons Learned; Ash Tree Numbers in Sioux Falls (est.); What to Expect; Sioux Falls' Proactive Approach; Ash Tree Mortality and Proposed Pace of Removal; Current Forestry Resources; Equipment Needed; Additional Operating Needed; and Conclusion. Council Vice-Chair Selberg left the meeting. Council Member Pat Starr assumed the Chair position. Discussion followed regarding: the equipment and operating costs for 2019; the treatment and timeline for city trees to be reevaluated each year; the speed of the infestation; the outcome of effective treatment; an Ash Tree disease currently in the United Kingdom; reusing wood waste; room at the landfill; the street tree and stump removal program; the monitoring of the chemical treatments used on the trees; discussion on Project TRIM and the proposal to use inmates as part of the work force; and the use of tree farms. C. City Flag for Sioux Falls by John Snyder, Zach DeBoer and Kelsie Jo Thomas representing "The Sioux Falls Flag Movement" Presentation: Approximately 15 minutes followed by discussion John Snyder reviewed a copy of a letter that was sent to Mayor TenHaken regarding having a city flag. Zach DeBoer and Kelsey Jo Thomas provided updates on the flag contest, the timeline, the judging of the contest and some Audit Committee: Greg Neitzert, Chair Fiscal Committee: Pat Starr, Chair Land Use Committee: Rick Kiley, Chair Operations Committee: Marshall Selberg, Chair Public Services Committee: Curt Soehl, Chair  pictorial examples of the other flags that were submitted for review. Discussion was held regarding: the process for adopting a city flag; liability concerns; the copyright and reproduction rights; and what protections does the city have regarding copying this flag. D. An Amendment to the City Council's Procedures Manual Implementing HB 1172 by Jim David, Operations Manager Presentation: Approximately 5 minutes followed by discussion Jim David reviewed a handout that illustrated the additions to the City Council Procedures Manual regarding House Bill 1172. He provided a timeline of the discussion with the City Council Working Session. A brief update was also given of the Travel Policy in regards to the Internal Audit staff. 4. Adjournment Council Member Pat Starr adjourned the meeting at 6:08 p.m. The City Council may include such other business as may come before this body.
