MINUTES Tuesday, October 23, 2018 Informational City Council 2 PM Meeting Carnegie Town Hall 235 West 10th Street Sioux Falls City Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, and Theresa Stehly Members Absent: None 1. Call To Order Council Chair Christine M. Erickson called the meeting to order at 2 p.m. 2. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1- 25-2(3). A motion made by Rick Kiley and seconded by Greg Neitzert to enter Executive Session at 2 p.m. for the purpose of Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). Vote to enter Executive Session: Roll Call: Yeses, Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly, 8. Noes, 0. Motion Passed. A motion made by Rick Kiley and seconded by Marshall Selberg to exit Executive Session at 3 p.m. Council Chair Christine M. Erickson called for a voice vote. All members said yes. Motion Passed. Erickson reconvened the meeting at 3:03 p.m. 3. Administration Communications There was none. 4. City Council Open Discussion Council Member Greg Neitzert said that he and Mike Cooper, Director of Planning and Development Services, attended the Downtown Walkability Summit on Saturday morning. Neitzert also toured the new George Boom Funeral Home. 5. Presentations A. Proposed Annexation and Process Update by Albert Schmidt, Urban Planner Presentation: Approximately 15 minutes followed by discussion Schmidt discussed the following during his presentation: Annexation, 2017 Task Force Review; Annexation, 2017 Task Force Review Meetings and Members; Annexation, 2017 Task Force Review Summary; Annexation, Task Force Communication Standards; Annexation, Task Force City-initiated Criteria; City- initiated, 2018 Properties; City-initiated, 1911 and 2001 S. Ellis Road; City- initiated, 47251 W. 85th Street; and City-initiated, 5500 E. Arrowhead Parkway. Discussion followed regarding: number of properties involved in proposed annexation; Split Rock Heights; Prairie Meadows; 47251 W. 85th Street; Burns Auto property (5500 E. Arrowhead Parkway); the Task Force process; and possible future annexations and potential challenges. 6. Public Comment There was none. 7. Adjournment Council Chair Christine M.
