MINUTES Informational Meeting Tuesday, December 4, 2018 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Pat Starr, Theresa Stehly, Paul TenHaken Council Members Absent: Curt Soehl Council Chair Christine M. Erickson called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Land Use Committee Meeting of Tuesday, November 20, 2018 Land Use Committee Chair Rick Kiley noted that the previous committee meeting included a review of proposed Engineering Design Standards. 3. Administration Communications There was none. 4. City Council Open Discussion Erickson noted there will be forthcoming discussion among the Council about an ordinance to address drones. 5. Presentations A. E-Bikes by Kelby Mieras, Park Operations Manager; and Sam Trebilcock, Transportation Planner Presentation: Approximately 20 minutes followed by discussion Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Council Members Absent: Paul TenHaken Meiras provided background about E-Bikes by explainig they are not currently allowed on the Bike Trail or sidewalks becuase they are considered motirized vehicles. Stakeholders have recently expressed a desire to see E-Bikes authorized for such uses while others have expressed concern. An ordinance to address all  interests was drafted and presented to the Parks and Recreation Board, whereby it recommended approval of the proposed changes to the ordinance. Mieras explained what other communities doing to address E-Bikes and the key features of the proposed ordinances. The proposed changes include defining E-Bikes; allowing Class 1 E-Bikes (pedal-assist) E-Bikes access to the Bike Trail, cycle tracks, and sidewalks; and, providing exclsuive use of bicycle lanes for bicycles; and providing the same allowances and requirements for bicycles and e-bicycles. Trebilcock provided further information about bike lanes, cycle tracks, and other pavement markings that may appear to be bike lanes. Discussion followed about: the differences between classes of E-Bikes; the purpose for excluding Class 2 E-Bikes in the proposed ordinance; cycle tracks; sharrow markings; and the speed limit on the Bike Trail. B. Council Staff Personnel Management by Council Chair Christine M. Erickson Presentation: Approximately 15 minutes followed by discussion Council Chair Erickson provided background about the topic and then turned it over to Council Member Neitzert to address the Council Staff Pay Scale and Reporting. He identified the appointed Council Staff positions and spoke about the yearly Cost of Living Adjustment. Neitzert explained that the Council established staff pay ranges (minimum and maximum) on a yearly basis. The recent Compensation and Benefits Study identified the need to make market-based changes to the Internal Auditor position. This change will also require market-based changes to the positions of Internal Audit Manager, City Clerk, and the Operations Manager. As part of this year's proposed resolution, a nine-step pay scale is being proposed as a means to create continuity and consistency for staff and to provide for step progression based on satisfactory performance. There was a brief discussion about staff accountability to the public. 6. Public Comment Jodi Erickson spoke about her support to include Class 2 E-Bikes in the proposed ordinance and explained how the bikes are used, their benefits, and their safety. Chad Pickard spoke about the responsibility bicyclists take for safety, how Class 2 E-Bikes operate, and his support for including Class 2 E-Bike in the proposed ordinance. 7. Executive Session A motion was made by Council Member Kiley and seconded by Council Member Soehl to enter Executive Session at 4:36 p.m.. Roll call vote to enter Executive Session. 8 Yes: Brekke, Erickson, Kiley, Neitzert, Selberg, Soehl, Starr, Stehly; 0 No: (None). Motion Passed. A. Adjournment A motion was made by Council Member Kiley and seconded by Council Member Soehl to exit Executive Session and adjourn at 5:42 p.m.. Voice vote to exit Executive Session. Motion Passed.
