MINUTES Informational Meeting Tuesday, December 18, 2018 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly Council Members Absent: None City Council Chair Christine M. Erickson called the meeting to order at 4 p.m. 2. Administration Communications There was none. 3. City Council Open Discussion Council Member Theresa Stehly spoke about Executive Order 125, which references how the Council receives information from City departments. Erickson spoke about attending the Annual South Dakota Municipal League Board Meeting in Pierre. 4. Presentations A. November Monthly Financials by Shawn Pritchett, Director of Finance Presentation: Approximately 15 minutes followed by discussion Pritchett spoke the following topics, from his PowerPoint presentation: Unemployment; Labor Force & Employment; Inflation; Average Annual Employee Wages Sioux Falls MSA; South Dakota Farm Income; Building Permits YTD Building Valuations; Sioux Falls Quarterly Housing Permits (Units); Sales Tax Collections w/out Audits; Entertainment Tax Collections w/out Audits; General Fund - Revenues YTD; and General Fund - Expenditures YTD. He also spoke about bringing forth a resolution pertaining to writing off bad debt and provided an update on bids for various projects. Discussion followed regarding: the South Dakota Farm Income information; Sales Tax Collections w/out Audits information; bad debt examples; repairing a retaining wall at the Washington Pavilion; City spending; creating a formula for building permits and what it is as income for the City; the Finance Director's role in creating  the new budget; having working sessions with the Council regarding their budget requests; and the expenses regarding snow events. B. 85th Street & I-29 Interchange Project by Erica Beck, Chief of Staff Presentation: Approximately 15 minutes followed by discussion Beck introduced the presentation and discussed the following: Public-Private Partnership; 85th Street Properties; and recognized people, who were in the audience, who are working on the project. Mark Cotter, Director of Public Works, spoke about the following during his PowerPoint presentation: Accomplishments; Project History; Moving Forward; 85th Street and I29 Interchange, Preferred Alternative, Diverging Diamond; Arterial Network 5-Year Plan; 69th Street Improvements from West Medical Court to Louise Avenue; 85th Street from Louise to Tallgrass Avenue; 85th Street Improvements- 2018; 85th Street Improvements-Future; and Wrap Up. Discussion followed regarding: the Diverging Diamond design; project timeline; development potential; involvement of the private sector, cities and state; project costs; land acquisitions; support from the Harrisburg School District; investments made by the 85th Street Property Owners Group; overpass vs. interchange; potential financial impact of the project; investment by Lincoln County; and future City Council decisions. C. Verizon Master License Agreement (small cell technology) by T.J. Nelson, Deputy Chief of Staff; and Jerry Jongling, Superintendent, Municipal Power & Light Presentation: Approximately 25 minutes followed by discussion Nelson provided an introduction of the PowerPoint presentation. He spoke about: What is 5G?; 5G is Here; and Innovation Opportunities for 5G. Stacy Kooistra, City Attorney, continued the presentation and spoke about: What is the Small Cell Master License Agreement?; Why a Contract; Overview of a Contract; So, What do we Negotiate?; Contract Details; ROW Placement; examples of small cells; Placement in Parks; Placement in Other Areas; Fees/Costs; and Other. Discussion followed regarding: how Verizon was chosen as the carrier; safety concerns and placement of small cell attachments; payment of electricity by Verizon; annual fee for leasing of poles; past safety concerns with telecommunication upgrades and contracts; and number of potential small cells in the City. 5. Public Comment Scott Ehrisman spoke about Sire, decline in lodging taxes, Verizon, no public meetings or input pertaining to 5G. Vicki Hawkinson inquired about using fiber optics for 5G, the height of the small cell attachments on poles, and the 5G offput. Mark Weber spoke about his concerns regarding the Finance report. 6.
