MINUTES Informational Meeting Tuesday, July 23, 2019 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Pat Starr, Theresa Stehly Council Members Absent: Curt Soehl Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. City Council Open Discussion Councilor Christine M. Erickson spoke about the benefits from having the drone ordinance repealed and of what can be done by embracing technology. Councilor Theresa Stehly spoke about an upcoming tour of historical homes in the Cathedral area and fees being waived at the Sanitary Landfill for debris from a recent storm. Councilor Greg Neitzert spoke about a street painting project that volunteers with Downtown Sioux Falls completed in front of the Main Post Office, at 12th Street and Second Avenue. A grant was received from AARP for the project, which promotes placemaking, tactical urbanism and traffic calming. Councilor Rick Kiley spoke about attending a groundbreaking ceremony for a new middle school, in southeast Sioux Falls, which honors former U.S. Representative Ben Reifel. Councilor Janet Brekke spoke about her request to appear before the Council's Operations Committee, to discuss an electronic device ordinance. The Council discussed the procedures for placing an item on a meeting agenda. Selberg spoke about a neighborhood Chamberhood event, sponsored by the Chamber of Commerce, which provided information to residents about development. 3. Presentations A. June 2019 Monthly Financials by Shawn Pritchett, Director of Finance Presentation: Approximately 15 minutes followed by discussion  Pritchett spoke about the following during his presentation: Unemployment; Labor Force & Employment; Inflation; Building Permits YTD Building Valuations; Sioux Falls Quarterly Housing Permits (Units); Sales Tax Collections w/out Audits; Entertainment Tax Collections w/out Audits; General Fund - Revenues YTD; and General Fund - Expenditures YTD. He also provided a Sioux Falls Municipal Debt Review, which covered: Outstanding Debt; Per Capita Debt for Peer Cities; Current Debt per Capita; Add: New Water Rec. & Storm Drainage Debt per Capita; Add: New Sales Tax Bond Debt per Capita; Total Debt per Capita Comparison; and Sales Tax Coverage (Repayment Basis). Discussion followed regarding: Add: New Sales Tax Bond Debt per Capita; Add: New Water Rec. & Storm Drainage Debt per Capita; capital surplus; multi-family housing; the City's financial consultant; Fargo, ND's Total Debt per Capita; reimbursement list for FEMA; financing of public parking ramp; unemployment and the labor force; appreciation for the Finance Director/department for managing the City's debt; design of the parking ramp; and property taxes. B. Housing Presentation by Chellee Unruh, Housing Manager Presentation: Approximately 30 minutes followed by discussion Unruh spoke about the following during her presentation: What does the City of Sioux Falls receive from HUD each year; Programs Administered by the Housing Division; What is affordable housing?; Income Thresholds and target housing for a family of 4; Market Overview; Housing in Sioux Falls; 2019 Sioux Falls Housing Summit; What housing needs are not currently being met in Sioux Falls?; What are the challenges faced by the Sioux Falls industry? What can the City of Sioux Falls do to help?; What collaborative approaches are needed to continue making progress on providing accessible housing in Sioux Falls?; Stakeholder survey: Preliminary Findings; Housing BHAGS; Create or rehabilitate 1,000 dwelling units by 2022; Connecting citizens to housing resources to reduce evictions and stablize housing; and Establish a Housing Fund by 2022 with a Starting Capital of $1 million dollars. Erickson left the meeting at 5:36 p.m. Discussion follwed regarding: partnering with Habitat for Humanity; what is a dwelling unit; Community Development Fund; Housing Clinic navigators; advocate for renters; take the programs to the people; mobile homes; adult orphanage; and lack of affordable housing. C. 2020 Provisional Legislative Priorities by Jim David, Operations Manager Presentation: Approximately 10 minutes followed by discussion David spoke about the draft provisional Legislative Priorities for the 2020 State Legislative Session. He provided a brief explanation for each item. There were two changes made to the list: one for providing addtional funding for mental health; and the other states that "The Sioux Falls City Council supports legislation that eliminates any regulatory barriers within state state law that prevents or stifles the creation of triage centers, which provide detoxification services to those seeking treatment for substance abuse, and crisis stabilization for mental health issues."  Pritchett spoke about a change needed regarding acceptance of gifts for the Parks Department and the need for approval from the "governing body and board". He explained how this can slow things down and suggested a possible amendment, which states "or as otherwise approved based on the municpality's established policy." 4. Public Comment Scott Ehrisman spoke about meeting time limits, Council committees, rehabilitation of homes, and legislative priorities. 5.
