1. Call To Order
Council Members Present: Christine M. Erickson, Rick Kiley, Greg Neitzert,
Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly
Council Members Absent: Janet Brekke
Council Chair Marshall Selberg called the meeting to order at 4 p.m.
2. Committee/Commission Reports
A. Urbanized Development Commission (UDC): Thursday, August 8, 2019 (Council
Members: Brekke, Neitzert, Kiley, Starr)
Council Member Pat Starr reported that the commission spoke about the final draft
of the 2020-2023 Transportation Improvement Program (TIP); two 2019-2022 TIP
amendments; and the Long-Range Transportation Plan Market Research Study.
B. Metro Management Council: Wednesday, August 14, 2019 (Council Members
Erickson and Kiley)
Council Member Rick Kiley said new Director Scott McMahon presented his first
report. In the report, McMahon spoke about the affects that a recent incident shown
on YouTube had on Metro 911 call takers; that they are nearly done with their
recruitment process for filling several vacancies; working with the State 911
Coordination Board on the implementation of the next generation 911 telephone
system; radio towers for rural fire departments in Corson, Hartford and Humboldt
have been inoperable for 18 months due to storm damage and other repairs;
received financial statements for December 2018 and January-July 2019; and
accepted the final audited 2018 Financial Report.
C. CVB-BID Board: Tuesday, August 20, 2019 (Council Member Brekke)
Council Member Janet Brekke was absent. No report was given.
3. City Council Open Discussion
Kiley spoke about the first Sioux Empire Leadership Council meeting.
Council Member Theresa Stehly spoke about her participation, and that of Starr, in
a dunk tank at the Barrel House's Hungry Heart Fundraiser, for school lunches.
Council Member Christine M. Erickson spoke about the experience of working at
the Project: SOS school supply giveaway. She also noted that Madeline Shields will
be leaving The Banquet to serve as the new Executive Director of the Bishop
Dudley House.
4. Presentations
A. 2019 Citizen Planning Academy by Sam Trebilcock, Senior Planner and Russ
Sorenson, Planning Projects Coordinator
Presentation: Approximately 10 minutes followed by discussion
Sorenson spoke about the following during his presentation: what the Citizens'
Planning Academy would do; a description of the academy; the 2019 Academy
would be held during October Planning Month; Planning 101, Sessions 1 & 2;
academy registration; and a timeline for 2019.
A thank you was extended to Sorenson for the program and the educational
opportunity that it provides citizens.
B. City Attorney's Office Budget by Stacy Kooistra, City Attorney
Presentation: Approximately 5 minutes followed by discussion
Kooistra spoke about the following during his budget presentation: the role of the
City Attorney's Office; the department's organizational chart; their BHAG (Big Hairy
Audacious Goal) of starting a Housing Legal Aid Group, for mediation between
Landlords and Tenants, with assistance from the University of South Dakota School
of Law, local attorneys and law student interns; and the department's budget.
Discussion followed regarding: filing a claim with the City, the Housing Legal Aid
Group and staffing changes.

6. Adjournment
Council Chair Marshall Selberg adjourned the meeting at 4:41 p.m.
