MINUTES Informational Meeting Tuesday, September 10, 2019 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Curt Soehl, Pat Starr, Theresa Stehly Council Members Absent: Marshall Selberg Council Vice Chair Greg Neitzert called the meeting to order at 4:00 p.m. 2. Committee/Commission Reports A. CVB-BID Board: Tuesday, August 20, 2019 (Council Member Brekke) Council Member Janet Brekke stated this information will be covered at today's presentation. B. South Eastern Council of Governments (SECOG): Wednesday, September 4, 2019 (Council Members Starr and Stehly) Council Member Theresa Stehly stated that this meeting covered budget information and an update on affordable housing. Information was relayed regarding SECOG selling three Governor's Homes; and SECOG filling a long vacant position by hiring someone who will work via electronic communication. C. Siouxland Heritage Museums Board: Thursday, September 5, 2019 (Council Member Starr) Council Member Pat Starr stated the 2020 budget has been approved and the financials are running as they should. Starr stated that $160K has been added to their endowment fund. An update was given on some of the budget costs for the Irene Hall Resource Center including an update on the climate control features. Due to items being moved to the Irene Hall Resource Center, the spacing in the Old Courthouse Museum has increased and there will be additional exhibits on display. 3. City Council Open Discussion Council Member Christine M. Erickson stated she and Starr attended a program hosted by the Development Foundation at Midco which focused on economic development. They took a tour and viewed marketing and customer service related areas in the facility.  Council Member Curt Soehl expressed appreciation to the Sioux Falls Police Department for fast action taken with the recent break in at his home. Council Member Rick Kiley spoke about the groundbreaking ceremony at the South Dakota State Veterans Cemetery in Sioux Falls. Kiley stated that City Council Operations Manager Jim David also participated in the groundbreaking ceremony. Kiley thanked all the members of the City Council for their teamwork in making this project happen. 4. Presentations A. Approving the 2019-2020 CVB BID Budget by Teri Schmidt, Executive Director, Sioux Falls Convention and Visitors Bureau Presentation: Approximately 20 minutes followed by discussion Teri Schmidt, Executive Director, expressed appreciation to her staff for their assistance and reviewed a packet of information that contained the 2018 Annual Report, the Sioux Falls CVB Markeing Report, the Sioux Falls Convention and Visitors Bureau Budget Summary - BID from October 1, 2019-September 30, 2020; a brochure entitled "Welcome to Falls Park"; a venue guide for the City of Sioux Falls, and the 2019-2020 Official Vistors Guide. Schmidt provided the following budget updates: a background on the BID (Business Improvement District)/CVB (Convention and Visitor's Bureau) duties and responsibilities. She provided a breakdown on the programs and amounts listed on the Budget Summary dated October 1, 2019 - September 30, 2020. A strategic Planning Summary was reviewed which included: Strategic Planning Framework; Strategic Planning Timeline; Engagement Process; Key insights; Strategic Anchors: Vision, Mission, Position; Values and Reputation; Imperatives; Imperative #1: Pursue Strategic Organizational Foundations; Imperative #2: Evolve Strategic Marketing; Imperative #3: Refine Stakeholder Engagement and Partnerships; and Imperative #4: Expand and Amplify Sales Programs; and Plan Management. Schmidt shared statistical information regarding the number of available hotel and convention rooms in the city and the projected needs in order to obtain additional venues. Receiving successful bids for future events depends heavily on the number of available hotel rooms and access to surrounding facilities. Schmidt reviewed the hotel occupancy rankings for 11 cities, the city of Sioux Falls was ranked third. Discussion followed regarding: The number of visitors to the City and the reasons for their staying here (corporate, business, concerts, community activities, events, etc.); the need for another convention center and the location; and the need for businesses surrounding an existing convention center in order to improve a successful venue. B. City Council Budget Amendments Neitzert provided opening remarks regarding the collaborative teamwork involved in the upcoming budget and amendment process. The following proposed budget amendments were reviewed and discussed:  Kiley spoke about proposed amendments to Planning and Development Services for additional funding to SETI; Soehl spoke about removing the Chief Culture Officer position from the proposed budget; Stehly spoke about two proposed amendments regarding adding cement ping pong tables to city parks and adding a new program entitled Qualified Residents Project Trim Assistance; Neitzert spoke about proposed amendments to Parks and Recreation regarding the Bike Trail/Cherry Creek Spur. 5. Public Comment Jordan Deffenbaugh spoke about the proposed budget amendment regarding ping pong table equipment placement and use; and he spoke about the ecosystem for the convenstion center area. Brian Birch spoke about building code inspections, standards and jurisidications in the City of Sioux Falls. 6.
