MINUTES Informational Meeting Tuesday, January 14, 2020 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg Neitzert, Marshall Selberg, Pat Starr, Theresa Stehly Council Members Absent: Curt Soehl Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Siouxland Heritage Museum Board: Thursday, January 9, 2020 (Council Member Starr) Council Member Pat Starr provided an update regarding the Board Meeting stating there were updates provided by non-profits; that the musuem was $4,450 ahead in funds and that it was a good fiscal year for the museum. He stated there was time spent for movement of the museum items to the new Resource Center. He stated 2020 would have more emphasis on returning to normal activities and requests and is looking to be a good year for the museum. At this time, Council Member Janet Brekke provided updates on the Convention and Visitors Bureau (CVB-BID) Meeting stating they ended 2019 with $146,000 in funds. She stated the following local eventsare coming soon: Pheasant Fest; Chinese Fan Tours; an increase in bus tours of local attractions; and a convention for Kiwanis International. The CVB is updating their Visitors Guide and working on a new planning guide. Brekke stated there is a new marketing campaign in play for branding a new look, new mantra, etc. for the city. Hotel revenues are up and have met their goals for the winter campaign. 3. City Council Open Discussion Council Member Theresa Stehyl spoke about a meeting she had with Lutheran Social Services regarding immigrants and refugees. She and Council Member Janet Brekke met with the Mayor's Chief of Staff, Erica Beck, regarding safety awareness in the city. Stehly attended the recent Naturalization Ceremony at the Washington Pavilion where over 190 individuals became citizens. 4. Presentations A. Sioux Falls Skate Park by Michael Patten, Park Development Specialist  Presentation: Approximately 15 minutes followed by discussion Michael Patten, Park Development Specialist, provided opening remarks for the proposed Sioux Falls Skate Park. He and Walter Portz, President of the Sioux Falls Skatepark Association, reviewed the following updates regarding the Nelson Park Skatepark: The background of the Sioux Falls Skatepark Association; the Nelson Park Master Plan regarding the planning process and the spatial rearrangement of the proposed park elements; an update on the Sioux Falls Skatepark Association; the design of the Nelson Park Skatepark; and the next steps. A video was shown regarding community engagement and interest in having a new skate park. Discussion followed regarding the availability of restroom facilities, the concern regarding liability issues; the need for benches in this location; and the need for a skate park in the city. B. Parks & Recreation Comprehensive Master Plan - Preliminary Recommendations by Leon Younger, President, PROS Construction Presentation: Approximately 30 minutes followed by discussion Don Kearney, Director of Parks and Recreation, and Leon Younger, President of PROS Construction, spoke about: The Comprehensive Parks and Recreation System Plan; Future Growth; We Envision....; Key Findings; SFPR System Overview; High Community Engagement; Community Engagement; Public Surveys; Survey Results; Methodology and Findings; GIS Mapping: All Parks Map; Parks Coverage; Facility Priority Rankings; Program Priority Rankings; Community Values Model; Equitable Access to Parks and Facilities (Neighborhood Parks and Trails); Parks and Trails .5 Mile Service Area; Maintaining and Growing Infrastructure (Aquatic Facilities); GIS Mapping: Outdoor Water; Year-Round Programming (Indoor Recreation Space); GIS Mapping: Indoor Recreation Space; Year-Round Programming (Ice Rinks); Year-Round Programming (Enhance Core Base Programs); Service Level Consistency; Financing a Parks System of Excellence in Capital Funding, Funding Support, and Business Development; Cost of Service and Cost Recovery; Tax Versus User Fee Support for Programs; Key Findings; and Next Steps. Discussion followed regarding replacing pools at Kuehn Park and Frank Olson Park; the location for future outdoor pools and basketball courts; the amount and location of sledding hills in the city; the impact of weather on usage of ice skating rink; playing music at the outdoor pools using specific radio broadcasts with local commercials, etc.; free swimming in San Antonio, Texas; indoor recreation space; future replacement costs for aging equipment; the benefits of the Main Street Square attraction in Rapid City; the cost of the Master Plan; the attitude differences between South Dakota and Minnesota regarding winter activities; private and public partnerships/joint development for park usage; and implementing health and wellness activities and equipment with public parks. C. National League of Cities Trip Update by Council Members Erickson, Neitzert, Starr, and Stehly Presentation: Approximately 15 minutes followed by discussion Council Members Starr, Christine M. Erickson, Stehly and Greg Neitzert provided an update on the trip they took to San Antonio for the National League of Cities. The councilors provided narrative and pictures showing the progress in San  Antonio; the steps being used to promote tourism and their city; the investments made to improve public facilities; the overwhelming success of the RiverWalk and its impact on the community; and the collaboration of private and public entities and how they have resulted in the increased population and ongoing success in the downtown area. 5.
