Informational Meeting

1. Call To Order
Council Members Present: Janet Brekke, Christine M. Erickson, Rick Kiley, Greg
Neitzert, Marshall Selberg, Curt Soehl, Pat Starr, Theresa Stehly
Council Members Absent: None
Council Chair Marshall Selberg called the meeting to order at 4 p.m.
2. Committee/Commission Reports
A. Siouxland Heritage Museum Board: Thursday, March 5, 2020 (Council Member
Starr)
Councilor Pat Starr provided the following updates: the Museum Board is working
on their budget information; they are receiving donations, some donations are
duplicates of others and are being reviewed; and a reminder that the Mid-Plains
Museum Board is meeting here for a week in September, 2020.
3. City Council Open Discussion
Council Member Greg Neitzert introduced Mr. Finiasi Epapy who is a Senior from
Lincoln High School. He is job shadowing with the City Council Office today as part
of his interest in politics and city government.
Council Member Theresa Stehly expressed her appreciation to staff members Jim
David and David Bixler for their assistance and professionalism.
Council Member Christine M. Erickson reminded the Council Members about
campaigning from the dais.
4. Presentations
A. 2020 SculptureWalk Program by Jim Clark, Executive Director of SculptureWalk
Presentation: Approximately 15 minutes followed by discussion
Jim Clark, SculptureWalk Executive Director, provided background information
about Sculpture Walk. For 2020, there were a 122 entries submitted, artists from
24 states and Canada, with 59 artists are participating. He provided details about
the 62 sculptures and alternates.
Discussion followed regarding why there are alternative sculptures and that 208
sculptures have been sold throughout the year, which is about 24%.
B. Water Reclamation Facility Improvement by Mark Cotter, Director of Public Works
Presentation: Approximately 15 minutes followed by discussion
Mark Cotter, Director of Public Works, reviewed the following information: Project
Team; Carollo Engineers-Designer; McCarthy-CMAR Contractor; CMAR Project
Delivery Method; and Construction Contract Key Points.
Discussion followed regarding: the timeline of the water rate package which is set
through 2023; local market pricing and relationships between contractors; the length
of time for the warranties and what is covered by the warranty; the process for
handling disputes between the contractors; and the timeline for future designs and
meetings.

Council Chair Marshall Selberg adjourned the meeting at 4:55 p.m.
