MINUTES Informational Meeting Tuesday, July 14, 2020 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Alex Jensen, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: None Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Siouxland Heritage Museum Board: Thursday, July 9, 2020 (Council Member Starr) Council Member Pat Starr reviewed updates and the impact of COVID on the Enterprise fund at the Museum. He also noted there are security issues at the Irene Hall Resource Center ranging from burglaries, arson, and damage done to vehicles. Starr noted there is a combination of grants coming forward that will help with a children’s van that will be available to the public in September. B. Urbanized Development Commission (UDC): Thursday, July 9, 2020 (Council Members: Brekke, Neitzert, Kiley, Starr) Council Member Janet Brekke provided an update on the review and action taken on UDC funding, improvement plans, and presentations. 3. City Council Open Discussion Starr provided an update on the following topics: Recent activity with neighbors of Heritage Park and citizens from the Whittier neighborhood regarding issues with homelessness and concerning activity at the park. Starr noted the extra efforts that the Police Department has done in regards to enforcement. Additional work needs to be done to improve lighting; to fix broken fixtures; to trim the trees to improve lighting; and taking care of abandoned vehicles where people have been hiding when evading the police. Starr stated the neighbors do not want these conditions to shift somewhere else and he spoke about the importance of the triage center. Additional discussion was held regarding the combinations of alcohol issues, mental illness and locations of bathroom facilities. 4. Presentations  A. Pavement Management Program Presentation by Zac Thomason, Director of Client Services, IMS Infrastructure Management Services, LLC; and Mark Cotter, Director of Public Works; Presentation: Approximately 30 minutes followed by discussion Zac Thomason, Director of Client Services, reviewed the following information: Agenda (Methodology, Condition Analysis and Budget Analysis); Scale of Investment which covers the population, the condition score and the asset value per mile; Why Do Pavement Management covering the percentage of pavement life in relation to pavement performance curve with both quality and time; Additional review was done on the pavement life cycle curve; Concept of Pavement Management as it relates to City Objectives, Policies and Budgets, Understanding of the Condition, Priorities, Analysis Techniques, and Reporting; Understanding the Pavement Condition Index covering the scores from Excellent to Very Poor and the descriptions for these scores; Data Collection and the 14 conditions that are focused on as well as the process used to collect the data; QA/QC Survey Data and Identifying Distresses for good, marginal, poor, and very poor roads; the graph information used for Pavement Condition Ratings; 2015 Condition Comparison by rankings; What We See in Sioux Falls color coded for excellent, fair and poor segments, city population and centerline miles; Analysis and Project Planning – Sioux Falls Methodology; Post Rehab Condition – Analysis budget models or the network average pavement condition index from 2020 to 2024; and five recommendations for the City of Sioux Falls. Discussion was held regarding: what determines an asset value; how roads and lanes are evaluated, tested, and checked; how to improve the backlog of roadwork needed and what budgetary adjustments would be needed. Mark Cotter, Director of Public Works, reviewed information about street conditions and how we benchmark above the national average for street conditions. A new educational awareness campaign, entitled “Streetcred” was introduced. A video entitled “Streetcred” was reviewed – a new series that will be used to update citizens on the street systems, traffic growth and the construction rehabilitation progress in the city. Specific street construction and road improvements were displayed and discussed. 5. Public Comment There was none. 6. Executive Session A. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor pursuant to SDCL 1-25- 2(1) A motion was made by Council Vice-Chair Neitzert and seconded by Council Member Erickson to enter Executive Session at 5:05 p.m. Roll call vote to enter Executive Session. 8 Yes: Brekke, Erickson, Jensen, Kiley, Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed.  A motion was made by Council Member Erickson and seconded by Board Member Jensen to exit Executive Session at 5:37 p.m. Voice vote to exit Executive Session. 8 Yes: Brekke, Erickson, Jensen, Kiley, Neitzert, Selberg, Soehl, Starr; 0 No: (None).
