Informational Meeting

1. Call To Order
Council Members Present: Janet Brekke (Via telecom), Christine M. Erickson (Via
telecom), Alex Jensen, Rick Kiley (Via telecom), Greg Neitzert, Marshall Selberg

2. Committee/Commission Reports
A. Siouxland Heritage Museum Board: Thursday, November 5, 2020 (Council Member
Starr)
This item is rescheduled to the Informational Meeting of Tuesday, November 19,
2020.
B. Urbanized Development Commission (UDC): Thursday, November 5, 2020 (Council
Members: Kiley, Neitzert, Selberg, Starr)
This item is rescheduled to the Informational Meeting of Tuesday, November 17,
2020.

4. Presentations
A. MJW Arboretum Management Agreement by Jackie Nelson, Parks and Recreation
Administrative Manager
Presentation: Approximately 15 minutes followed by discussion
Nelson provided a review of the MJW Arboretum Management Agreement covering
an overview, updates and the timeline.
This agreement expires on December 31, 2020, and does not have an option to
extend. The new agreement will be a one-year term from January 1, 2021, to
December 31, 2021. The interim director is Mike Cooper. The new agreement
includes the following two updates: One to Section 6 - Improvements related to
clarify improvements made using city funds and the second is to Exhibit A - Society
Responsibilities to add "providing event set up, take down, and event management"
to the section that talks about coodinating scheduled events with responsible City
staff. This new agreement will be considered as a Resolution at the December 8,
2020, City Council Meeting.
Discussion followed regarding the timeline of the new agreement; and the process
for finding a full time Director.
B. Declare Items Surplus: Tuthill House & Garage; Saaken House by Kelby Mieras,
Park Operations Manager
Presentation: Approximately 5 minutes followed by discussion
Mieras reviewed infromation regarding the Tuthill House encompassing the history
of the house, the current conditions of the house, the house repair cost estimates,
and how it was damaged. Mieras also reviewed information regarding the Saaken
House encompassing the history of the house, how it has been used, and the
current usage status, A timeline was provided showing the dates for the
neighborhood meeting (October 28, 2020), the City Council Informational meeting
(November 10, 2020), the Parks and Recreation Board recommendation
(November 18, 2020), and the City Council Meeting (December 8, 2020).
Discussion was held regarding the need for architect fees; the long-term plans for
this location in Tuthill; the costs that would be incurred to demolish the Tuthill
house; the timeline for destruction and why they need to do it sooner vs. later; the
current use of the Tuthill home and how much use it has now; why the house fell
into disrepair; how much use is seasonal; the reservation fees; neighborhood
concerns for the demolition of the house; the house not being on the historical
registry or tied to park fees; if private donations could be used to keep the house;
the costs of upkeeping the house when not in use; surplusing the houses, what
would happen to the items - can they be donated to Habitat for Humanity;
C. Amendment to Sponsorship Agreement for the Midco Aquatic Center by Kelby
Mieras, Park Operations Manager
Presentation: Approximately 15 minutes followed by discussion
Mieras spoke about a proposed change to the sponsorship agreement with Papa
Johns Party Rooms at the Midco Aquatic Center, He explained the challenges with
the facility this year due to Covid and the impact on attendance and concessions.
Mieras spoke about the payment arrangements per the contract and the changes
that occured. Discussion was held about waiving the 2020 payments and extend
the contract from five years to six years. This will be presented to the City Council
via an ordinance at the Tuesday, December 8, 2020, City Council Meeting.
Discussion was held regarding the number of events held in the Party Rooms
during this time and the renegotiations of the contract due to the impact of Covid.
5. Public Comment
Ellie Smith spoke about the Tuthill House regarding the neighborhood meeting, the
disrepair of the house, the dollar amount of the repair work, and the usage to a
replacement facility.
Andrea Kean spoke about the Tuthill House regarding the lack of information on the
meeting notice; her background and connection to the parks and the house; the city
not doing enough to the upkeep of the house; and advising the citizens of what the
future of the home is going to be.
Kathy English spoke about the invitation from the Parks Department received on
October 23, 2020 for a meeting on October 28, 2020 to discuss Park
Improvements; it did not specifically address the Tuthill house on the invitation; the
gifting of the house to the city in 1953; the donation of the house to the city; the
number of people that attended the meeting; the lack of notice to the citizens of the
home's pending destruction; encouraging the city to check into the use of
donations, sponsors, etc. to assist with keeping this house. She is asking for a one
year moritorimum on this home to explore other options for keeping it.
6. Adjournment
Council Chair Gret Neitzert adjourned the meeting at 5:00 p.m.
