Informational Meeting

1. Call To Order
Council Members Present: Janet Brekke (via telecom), Christine M. Erickson (via
telecom), Alex Jensen (via telecom), Rick Kiley (via telecom), Greg Neitzert,
Marshall Selberg, Curt Soehl, Pat Starr
Council Members Absent: None
2. Committee/Commission Reports
A. Experience Sioux Falls - BID Board: Tuesday, December 8, 2020 (Council Member
Brekke)
There was no report.
B. South Eastern Council of Governments (SECOG): Thursday, December 10, 2020
(Council Members Brekke and Starr)
Council Member Pat Starr said the primary reason for the meeting was to review
the Executive Director's salary and the Annual Report. New this year was the
Planning Districts being singled out as the experts for Cares Act funding.
C. South Dakota Municipal League Board of Directors: Wednesday, December 9, 2020
(Council Member Erickson)
Council Member Christine M. Erickson covered a variety of meeting topics,
including: cancelling the Legislative Rib Dinner in February; pausing the District
Meetings; the SDML's role in implementing the ballot measures legalizing
marijuana, a work group has been formed and is reviewing model ordinances; the
League hired Rapid City attorney Rich Williams to be their and the State's Counties
legal advisor through the time; the work group meetings are ongoing and Erickson
asked, through her role on the board for Neitzert to become a member of the work
group, he was accepted; the Department of Revenue makes the rules regarding
marijuana and they have a deadline of 2022; not sure where things stand for July
1st implementation; the Annual meeting is tentatively scheduled for October in
Spearfish; discussed a legislative proposal and report; and also meet with the
Counties' association.
3. Councilor Remarks
Council Member and Audit Committee Chair Rick Kiley explained the timeline that
they will be following to hire a new Internal Auditor. They anticipate having someone
appointed in March. Both Kiley and Neitzert praised former Internal Auditor Abby
Vandelanotte, who left at the beginning of December.
4. Presentations
A. November 2020 Financial Statements by Shawn Pritchett, Director of Finance
Presentation: Approximately 15 minutes followed by discussion
Pritchett presented the report and spoke about: Labor Force & Employment;
Unemployment which reached 3% in October after peaking at 10% in April; Insured
Unemployment is at 0.92%, which is down from a 6% peak, it is the lowest rate in
the country and is near pre-pandemic rates; Insured Unemployment Trend 2020;
Inflation is at 1.25%; Building Permits YTD Building Valuations are at $670M
through November; Sioux Falls YTD Residential Permits (Units) is up 15% from last
year; Sales Tax Collections w/out Audits is down 0.2% in November, which is driven
by October activity; Entertainment Tax Collections w/out Audits is down 11.4% in
November, this is driven by the hospitality sector; Industry Taxable Sales Data; YTD
Property Tax Revenues (Current) is at $63.1M in November; Lodging Tax Receipts
are down 24.1%; Lodging BID Tax Receipts are down 26.1% for November;
General Fund - Revenues YTD is at 92% collected for $160,793,905, which is
$2.7M more than this time last year; and General Fund - Expenditures YTD is at
78% for $140,015,067.
Discussion followed regarding: budget contributions, remote sales figures, and
permit figures.
5. Public Comment
Mark Weber spoke about 12 Month Rolling Growth Rates for a variety of sectors
that are in the negative.
6. Executive Session
A. Consulting with legal counsel or reviewing communications from legal counsel
about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-
2(3)
A motion was made by Council Member Selberg and seconded by Council Vice-
Chair Soehl to enter Executive Session at 4:37 p.m.
Roll call vote to enter Executive Session. 8 Yes: Brekke, Erickson, Jensen, Kiley,
Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed.
A motion was made by Council Member Selberg and seconded by Council Vice-
Chair Soehl to exit Executive Session at 5:02 p.m..
Voice vote to exit Executive Session. 8 Yes: Brekke, Erickson, Jensen, Kiley,
Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed.
7. Adjournment
A motion was made by Council Member Selberg and seconded by Council Vice-
Chair Soehl to adjourn at 5:02 p.m..
Voice vote to adjourn. 8 Yes: Brekke, Erickson, Jensen, Kiley, Neitzert, Selberg,
Soehl, Starr; 0 No: (None). Motion Passed.
