Informational Meeting

1. Call To Order
Council Members Present: Janet Brekke, Christine M. Erickson, Alex Jensen,
Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl
Council Members Absent: Pat Starr
2. Committee/Commission Reports
A. Metro Management Council: Wednesday, December 16, 2020 (Council Members
Erickson and Kiley)
Council Member Kiley provided the following updates: approving resolutions
regarding union and non-union pay increases; appointing Amy Chase as the new
Deputy Director for Metro Communications; approving a resolution for bank
signatures; adopting personnel manual revisions; eliminating retiree participation in
group insurance; approving lease agreement increases; and an update on the use
of the Public Safety Building.
B. Siouxland Heritage Museum Board: Thursday, January 7, 2021 (Council Member
Starr)
This item will be updated at a future Informational Meeting.
C. Tuthill House Resource Group: Thursday, January 7, 2021 (Council Member
Brekke)
Council Member Janet Brekke thanked the Parks and Recreation Department for
their assistance and guidance with this resource group. She then provided the
following updates:
Tthe larger group has been broken down into three smaller committees - the Fund
Raising Committee, the Legal/Gifting Agreement Committee and the Design
Committee. All three groups have met and are continuing to progress in their
respective areas. The Fund Raising Committee has been working on a webpage
and already has a link to a donation site; the Legal/Gifting Agreement group is
putting together draft documents for review; the Design Committee has discussed
exterior/interior housing options to include restoration that would enhance historical
accuracy, enhance landscaping ideas, cost plan estimates, and accommodations
for commercial use.
Brekke stated the next meeting is on January 21, 2021, She will continue to update
the City Council on progress with a full briefing to occur in late February/early March
as requested by the City Council.
3. Councilor Remarks
Council Member Alex Jensen stated that the sub-committee for the Municipal Band
Task Force Committee had a successful meeting today with the Washington
Pavilion.
4. Presentations
A. Vacant Home Registration Fees For Historic Districts and Non-Historic Districts by
Matt Tobias, Planning and Development Services Manager; and Diane deKoeyer,
Neighborhood And Preservation Planner
Presentation: Approximately 30 minutes followed by discussion
Matt Tobias, Development Services Manager, reviewed proposed changes to the
vacant building registration process. The following topics were discussed regarding
the puspose; dangerous structure definitions, vacant building registration and
vacant building fees. Tobias reviewd the statistics from cities in our region for
vacant building/homes. The presenation included a flowchart showing the historic
properties - review to demolish and funding opportunities.
Discussion followed regarding: how would the extra revenue be spent; the number
of vacant properties being held by local businesses; the number of total vacant
properties in Sioux Falls; the definition and description of what classifies as a
'vacant building'; what other entities have reviewed this information; properties that
pay/do not pay; continuing to work with people on the process and the proposed
changes; a need to an exemption section; property maintenance issues; and the
timeline before a property is considered vacant.
5. Public Comment
Katrina Lehr-McKinney, Board President of the All Saints Neighborhood
Association, spoke about the properties in the 1000 block of South Dakota Avenue.
George Hamilton spoke about how property maintenance issues are handled
differently depending what section of the city is being reviewed. He spoke about
areas in the downtown core, the McKennan park area and the areas in the historic
districts.
6. Executive Session
A. Discussing the qualifications, competence, performance, character or fitness of any
public officer or employee or prospective public officer or employee. The term
"employee" does not include any independent contractor pursuant to SDCL 1-25-
2(1)
A motion was made by Council Vice-Chair Soehl and seconded by Council Member
Jensen to enter Executive Session at 4:50 p.m.
Roll call vote to enter Executive Session. 7 Yes: Brekke, Erickson, Jensen, Kiley,
Neitzert, Selberg, Soehl; 0 No: (None). Motion Passed.
A motion was made by Council Member Erickson and seconded by Council Vice-
Chair Soehl to exit Executive Session at 5:10 p.m.
Roll call vote to exit Executive Session. 7 Yes: Brekke, Erickson, Jensen, Kiley,
Neitzert, Selberg, Soehl; 0 No: (None). Motion Passed.
7. Adjournment
A motion was made by Council Member Erickson and seconded by Council Vice-
Chair Soehl to adjourn the meeting at 5:10 p.m.
Roll call vote to adjourn. 7 Yes: Brekke, Erickson, Jensen, Kiley, Neitzert, Selberg,
Soehl; 0 No: (None). Motion Passed.
