1. Call To Order
2. Committee/Commission Reports
A. Siouxland Heritage Museum Board: Thursday, January 7, 2021 (Council Member
Starr)
Council Member Pat Starr stated the Museum finished the year 'in the black' and
that the City of Sioux Falls will be receiving a refund from the Museum. They are
also looking at rescheduling meetings to every other month instead of monthly.
This last meeting wrapped up items from 2020.
B. Municipal Band Task Force: Thursday, January 14, 2021 (Council Members Jensen
and Erickson)
Council Member Alex Jensen stated this was the final meeting of the Task Force.
He stated negotiations will be made with the Washington Pavilion to manage the
Municipal Band in the future. A future update will be provided to the Sioux Falls City
Council.
C. Urbanized Development Commission (UDC): Thursday, January 14, 2021 (Council
Members: Kiley, Neitzert, Selberg, Starr)
Neitzert stated last week's meeting covered some housekeeping items including the
completion of the environmental studies and updates on the reports for I-229 and
the Cliff Avenue interchange. He reviewed the major changes coming to the two
interchanges.

4. Presentations
A. Hayward Park Master Plan Update by Don Kearney, Director of Parks and
Recreation
Presentation: Approximately 15 minutes followed by discussion
Mike Patten, Park Development Specialist, provided updates on the Hayward Park
Master Plan. He reviewed the following information: Master Planning Process,
Information Gathering, Proposed Park Elements, Park Development Process, Cost
Estimates and Potential Partnerships. Matt Paulsen, Leadership Sioux Falls, Steve
Hlildebrand, Chairman for the Promising Futures funds, and Derek Maassen,
Principal for Hayward Elementary, provided additional statements regarding their
support for this project.
Discussion followed regarding: the cost estimates for the Splash Pad Area; the
number of children who could use the spray park at one time; the park needs for
that neighborhood; the increase in cost to add additional ammenities; the logistical
challenges for this area; and appreciation was expressed for those involved in this
project.
B. Housing Fund by Jeff Eckhoff, Director of Planning and Development Services; and
Chellee Unruh, Housing Manager
Presentation: Approximately 15 minutes followed by discussion
Jeff Eckhoff, Director of Planning and Development Services, provided updates on
the Housing Fund covering the following areas: the Mission; Definitions; Uses;
Participant Eligibility; Single Family/Twin Home Ownership; Infill Redevelopment;
Multi-Family; and Procedures. Eckhoff discussed the need for flexibility with the
funding to leverage public and private partner investment. Chellee Unruh, Housing
Manager, spoke about the projection for the number of units needed and the impact
this will have on additional available units.
Discussion followed regarding: the need for a public relations process to improve
the public's perception of this kind of housing; the need to be flexible and nimble
with the workforce housing program; there are 138 single family houses on the
market this year vs. 410 houses last year at this time; the increase in cost for single
family housing continuing to increase; the increasing need for affordable housing in
the city; the housing fund information used in other communities; and the availability
of developable land in Sioux Falls.
5. Public Comment
Scott Ehrisman spoke about the cost of construction items for the City of Sioux
Falls; the poor shape of the core neighborhoods in this city; and providing rebates
to citizens to improve their homes.
6. Executive Session
A. Consulting with legal counsel or reviewing communications from legal counsel
about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-
2(3)
The Executive Session was canceled.
7. Adjournment
Council Chair Greg Neitzert adjourned the meeting at 5:24 p.m.
