Informational Meeting
Tuesday, February 9, 2021 at 4:00 PM

1. Call To Order
Council Members Present: Janet Brekke (via Telecom), Christine M. Erickson,
Alex Jensen (arr. 4:03 p.m. via Telecom), Rick Kiley, Greg Neitzert, Marshall
Selberg (via Telecom), Curt Soehl (via Telecom), Pat Starr
Council Members Absent: None
Council Chair Greg Neitzert called the meeting to order at 4:00 PM.
Neitzert moved the Committee Reports to the end of the presentations.
2. Committee/Commission Reports
A. South Dakota Municipal League Board of Directors: Tuesday, February 2, 2021
(Council Member Erickson)
Council Member Christine M. Erickson provided the following updates on Municipal
League Board Meetings: a presentation given on the reporting process for the
Department of Revenue regarding processing sales taxes and the sharing of this
process with other municipilaties; and meeting with legislators on February 24th and
25th to review upcoming bills.
B. Siouxland Heritage Museum Board: Thursday, February 4, 2021 (Council Member
Starr)
Council Member Pat Starr stated that the year end report will reflect that the
endowment fund is almost at $2M, stating that donors have stepped up making an
impact on budget and programming. Starr stated that there has been a review of
the extra items stored in the facilities and the updates received from the structural
engineer on what is needed to keep the builidings updated for the next 10 years
regarding maintenance and infrastructure. Additional updates included that the
Mountain Plains Museum Conference is scheduled again for September, 2021, and
they are anticipating attendance to be at least 350-500 museum professionals from
the central part of the country. Starr also noted that 2024 will be the 50th
anniversary of the Siouxland Heritage Museum systems.
C. Tuthill House Resource Group: Thursday, February 4, 2021 (Council Member
Brekke)
Council Member Janet Brekke provided the following updates regarding the scope
of this project which encompasses enhancements to the exterior, interior and deck
area of the house. The three committees have each met and have reported on their
updates. The next step is for the City to hire an engineer to report on the structure
of the house so that cost estimates can be obtained. The cost estimates will
determine what items are to be restored and what items are to be replaced. The
goal is to return the house to its original format as much as is reasonably possible.
Commercial enhancements to make it more usable and functional will also be
implemented. The City Council will receive an update on March 2nd which will also
encompass a 3D presentation showing the before and after examples.

4. Presentations
A. Pavilion Agreement for Municipal Band by Shawn Pritchett, Director of Finance
Presentation: Approximately 5 minutes followed by discussion
Pritchett provided an overview of the Agreement with the Pavilion and the proposed
amendments. He reviewed the Municipal Band Taskforce background and timeline.
Pritchett talked about the provisions of the agreement and that the amendment
adds on to the expiration date of the agreement. Pritchett noted that the budget
appropriation of $112,200 would be made for the agreement.
Discussion followed regarding the timeline for moving forward with the agreement
and Council Members expressed appreciation to all involved for a job well done.
B. Sioux Falls Development Foundation and Forward Sioux Falls General Updates by
Bob Mundt, President, Sioux Falls Development Foundation
Presentation: Approximately 15 minutes followed by discussion
Jeff Eckhoff, Director of Planning and Development, provided opening remarks for
this presentation.
Bob Mundt, President of the Sioux Falls Development Foundation, reviewed the
following updates: a map of Sioux Empire Development Parks; Illustration of the
sold parcels and areas; Foundation Park History; Foundation Park South Summary
through 2020; Prospect Profiles; Projected Businesses and Jobs; Business
Retention and Expansion (Response – Covid 19); Foundation Park Status; What
Does This Mean?; Talent and Workforce – Centralized Resource; Total
Participants; Total Events and Businesses Involved; Talent Draft Day 2020
Telecast; WIN in Workforce Summit Telecast; Career Connections; WIN Digital
Communications; and WIN Engagement.
Mundt also reviewed the following infomation about Forward Sioux Falls: Soux Falls
MSA Non-Farm Employment Growth; National Acclaim; #1 City in the U.S. for
Young Professionals; #10 Best City of Entrepreneurs; #7 Top 100 Places to Live –
Livability; and Proposed New Initiatives.
Discussion followed regarding: the kinds of industry that we need in Sioux Falls;
determining 'what is this entity bringing to this city'; recognizing that the City can be
more selective about what kind of businesses are recruited and allowed to come in;
the increased need for affordable and single family housing with the influx of new
jobs and the increase in population; and determining a method to find out the types
of job interests for younger citizens and the need for training and encouragement in
the 'trade' related occupations.
Committee Reports were heard at this time.

A. Consulting with legal counsel or reviewing communications from legal counsel
about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-
2(3)
A motion was made by Council Member Kiley and seconded by Council Member
Erickson to enter Executive Session at 5:11 p.m. for the purpose of consulting with
legal counsel or reviewing communications from legal counsel about proposed or
pending litigation or contractual matters pursuant to SDCL 1-25-2(3).
Roll call vote to enter Executive Session. 8 Yes: Brekke, Erickson, Jensen, Kiley,
Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed.
7. Adjournment
A motion was made by Council Member Erickson and seconded by Council
Member Kiley to exit Executive Session and adjourn the meeting at 5:35 p.m.
Roll call vote to exit Executive Session. 8 Yes: Brekke, Erickson, Jensen, Kiley,
Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed.
