MINUTES Informational Meeting Tuesday, March 23, 2021 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke (via telecom), Christine M. Erickson, Alex Jensen, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: Rick Kiley Council Chair Greg Neitzert called the meeting to order at 4 p.m. He acknowledged that Council Member Janet Brekke was on the phone, and Council Member Rick Kiley was absent. 2. Committee/Commission Reports A. Siouxland Heritage Museum Board: Thursday, March 11, 2021 (Council Member Starr) Council Member Pat Starr provided the report. He spoke about: the return of weddings and other events to the museum, which generates funds for the Enterprise Fund, which will help with the 2021 Budget; the upcoming Mountain- Plains Museum Association Conference in Sioux Falls, which will bring approximately 350-500 attendees to town; the Recommended Budget is finished; the museum's Annual Report will soon be presented at an Informational Meeting; and there is a plan to add more trees at the Irene Hall Museum Resource Center. B. Urbanized Development Commission (UDC): Thursday, March 11, 2021 (Council Members: Kiley, Neitzert, Selberg, Starr) Neitzert provided the report. He spoke about approval of the Brandon Bicycle and Pedestrian Master Plan Public Participation Plan and the FTA Section 5310 Funding Recommendations for Avera and CCTS. 3. Councilor Remarks There was none. 4. Presentations A. Sioux Falls For All Initiative by Shawn Pritchett, Director of Finance Presentation: Approximately 20 minutes followed by discussion  Pritchett introduced Phase 1 of the Sioux Falls For All Initiative. This program will allow for the use of one-time available funds with one-time investments that won't create long-term operational costs for the City. Program discussions began in December. He stated that it was important to the Council to "leverage" private funds along with City funds. Pritchett also spoke about the importance of equity and inclusion. He said that this initial phase will not use up all of the available funding; and then explained the funding amounts and sources. The City received $47.7M for Local Government COVID Relief Funds - Eligible Expenses Reimbursed in FY 2020. The program will use approximately $10.7M, with $22M left for available funds in FY 2021; and $11.3M remaining available funds for future investments. Additional funding was used to pay down debt. Pritchett spoke about the following projects and costs: the River Greenway Design (Design Cost (City): $1M, Anticipated Construction Cost: $15M, and Private Development: $185M); Jacobson Plaza Falls Park Inclusive Playground and Refrigerated Skating Loop (Cost: $4M, City Contribution: $2M, and Private Contribution: $2M plus facility replacement/expansion fund); Hayward Master Plan Improvements (Cost: $2.45M, City Contribution: $2.25M, and Private Contribution: $200K); Great Plains African Exhibit Expansion (Cost: $8M, City Contribution: $1.4M, and Private Contribution: $6.6M); and Arterial Street Expansion (Amount Proposed: $4M enhancement). The first reading for the Supplemental Appropriation will be April 13th; and the Second Reading of Supplemental Appropriations and Capital Program Resolution will be on April 20th. Pritchett said a transfer to the Entertainment Tax Fund is not included in this proposal. He said that they are looking at other avenues to bring forward funding. Council Member Marshall Selberg spoke about the Operation Hope Fund, The request is to have $500K appropriated from COVID funding to provide funding for those being triaged through The Link. The mission of the fund is to provide "discreet, immediate assistance and support to those in need". The fund would be modeled after the One Sioux Falls Fund, he said. Reducing the financial and stigma barriers to optimize successful referrals in a secure and discreet manner is the goal of the fund. Selberg provided examples for the uses of the fund; and possible roles and responsibilities. The Supplemental Appropriation Schedule readings is the same as the Sioux Falls For All Plan. Discussion followed regarding: the Washington Pavilion parapet project; the American Rescue Plan; spending cost for Sioux Falls For All; arterial street funding; Jefferson Academy; expansion of arterial streets; Veterans Parkway; Marion Road; Foundation Park road work; SD Highway 100; neighborhood traffic near Line Drive; 57th Street improvements; using federal funds to free up other funds for CIP projects; Operation Hope Fund funding; The Link; appropriations; and walkability opportunities. 5.
