MINUTES Informational Meeting Tuesday, May 11, 2021 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson (via telecom), Alex Jensen, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: None Council Chair Greg Neitzert called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Tuthill House Resource Group: Thursday, May 6, 2021 (Council Member Brekke) Council Member Janet Brekke stated the group met at the actual Tuthill House and looked things over. The fundraising group recently received the following donations: $25,000, $10,000 and an anonymous individual who agreed to provide all of the materials for the exterior of the building. The fundraising group has enough funds to start the exterior of the building and they have contractors in place to work on the exterior and the interior. Brekke stated that things are going very well for this group. B. Siouxland Heritage Museum Board: Thursday, May 6, 2021 (Council Member Starr) Council Member Pat Starr stated that the Museum schedule is starting to return to normal with the number of tours going on. He noted the Museum has 10 different dates where tours are conducted at the quarry available to the public. The Board stated some exhibits don't meet the criteria for donations of what is historical and Starr relayed an update on one of the exhibits that won't be used. 3. Councilor Remarks Council Member Alex Jensen stated that he, Council Member Christine Erickson, and Council Member Curt Soehl joined the Realtor Association in attending a roundtable discussion this morning regarding housing. The purpose was to discuss the housing funds received last week. Jensen invited Council Members and the public to attend the next roundtable discussion to be held on Thursday, May 20, 2021, from 7:30 a.m. to 9:00 a.m., at the Hy-Vee at 37th and Minnesota Avenue. Council Member Rick Kiley stated he attended the graduation ceremony at Southeast Technical College on Friday and received an Industrial Partner Award for  the City's contribution to improving industries. He thanked the college for their recognition. Kiley reminded the Council of the upcoming two events which they have received invitations for: Thursday, May 13, 2021, 1:00 p.m. - PFC Kirby Jon Doughterty Memorial Bridge Dedication Ceremony and the Memorial Day Program and ribbon cutting ceremony at the first-ever South Dakota Veterans Cemetery on Monday, May 31, 2021 at 2:00 p.m. 4. Presentations A. Curbside Collection by Mark Cotter, Director of Public Works; and Don Kuper, Landfill Superintendent Presentation: Approximately 15 minutes followed by discussion Cotter provided opening remarks regarding solid waste collections and the responses because of COVID. The goal is to share some of the feedback received from collectors and citizens after a year of changes. Cotter stated they wanted to receive feedback from the Councilors and take the feedback to the Solid Waste Planning Board for further modifications. He stated the modifications/package would then come back before the Council for further discussion and review. A "best balance" approach needs to be taken in consideration of needs for both the haulers and the citizens. Don Kuper, Landfill Superintendent, reviewed the following information: an overview of the impact on the restriction on curbside collections enacted since the changes made on April 7, 2020; industry feedback regarding increased liability, safety concerns, staffing, previous and current practices, and efficiencies from the haulers. Discussion was held regarding improved communication with citizens about the current ordinances; finding common ground and compromises for both citizens and haulers; needing another Informational meeting scheduled for additional discussion; the definition of valet services; cost savings noted within this past year for curbside drop off; whether or not costs increased vs. efficiencies of pickup; safety concerns taking garbage to the curb for customers; the number of garbage haulers in Sioux Falls and the surrounding counties; having competitive services in Sioux Falls; the pros and cons of having garbage containers on the curbside (South Dakota weather conditions); and letting the customer determine what kind of service they want and letting the customer select the hauler that will best provide that type of service. B. TIF Update - Sioux Steel by Dustin Powers, Community Development Coordinator; and Jake Quasney, Executive Vice President of Development for Lloyd Companies Presentation: Approximately 15 minutes followed by discussion Powers provided opening remarks about revisiting the TIF Request for the Sioux Steel Project by Lloyd Properties Management. Quasney reviewed information regarding: North of 4th Street illustrating the Hotel/Convention Center and the Office Tower; South of 4th Street illustrating the Parking Ramp and Parking Ramp Wrap; Financial Details, Increment showing Tax Payments; Ramp Operations regarding parking; Investment and Long-Term Management; Tax Generation; Project Timelines; the estimated economic impact of  Canopy by Hilton; and the next steps. He stated that a tweak has been added in the addition of another floor for the condominiums. Discussion followed regarding: the retail opportunities in this area; the impact COVID has had to the timeline of this project and the TIF; the Council stating positive comments and support for this project; the possibility of having a tunnel to Levitt at the Falls; and asking about if there is a Sioux Steel Bid Project. 5.
