MINUTES Informational Meeting Tuesday, July 13, 2021 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson, Alex Jensen, Rick Kiley, Greg Neitzert, Marshall Selberg, Pat Starr Council Members Absent: Curt Soehl Council Vice Chair Alex Jensen called the meeting to order at 4 p.m 2. Committee/Commission Reports A. IM 26 Task Force: Wednesday, July 7, 2021 (Council Member Neitzert) Council Member Greg Neitzert provided updates on the last two meetings and stated there will be one more meeting on Wednesday, July 21st. He stated that while the new law went into effect on July 1, state rules need to be decided before full implementation. The effective date is October 29, 2021, with the departments issuing medical cards on November 19th. There has been a dratf process for people to provide input. This input will be reviewed for another draft in August to be reviewed by the Interim Rules Committe. The Committee has until September 13th to review the rules for them to be effective by October 4th. Neitzert stated that there is a need for consistency and efficiency before finalizing any ordinances and legislation. The cities and counties need to review zoning jurisdictions, joint regulations, licensing rules and regulations, distance regulations needed, signage, and other areas to ensure the regulations are the same in all areas. Attorneys throughout the state have been confering on an ongoing basis to review and update information. Neitzert stated that initial processing will start in August in order for the legislation to move through the appropriate committees before it comes before the City Council. Neitzert may provide additional updates at a future informational meeting. B. Urbanized Development Commission (UDC): Thursday, July 8, 2021 (Council Members: Kiley, Neitzert, Selberg, Starr) Council Member Rick Kiley stated the following items were approved at the July 8, 2021 meeting: the 2022 Unified Planning Program, the Sioux Falls Self MPO Certification, the MPO Public Participation plan, and the Harrisburg Master Transportation plan. Kiley stated the following items were informational items discussed: the 2022-2025 Transportation Improvement Program/Plan, the 2021-  2024 Transportation Improvement Program, and Administrative Amendment 21- 004. Kiley stated the next meeting is scheduled for August 12, 2021. 3. Councilor Remarks Council Member Christine M. Erickson gave an update on the Legislative Ad Hoc group meeting two weeks ago. They reviewed priorities for the last two years and made language adjustments to the housing and triage sections. She stated that if Council Members have any priorities they want added they should communicate with David Bixler, Budget Analyst, or Jim David, Operations Manager. Council Member Pat Starr provided an update on a SECOG meeting held last week. He stated that a house was donated to the Southeastern Council of Governments by the City of Sioux Falls. While photographs were shown of the before/after renovations of the house, Starr stated that this house could have been destined for the Sioux Falls Landfill but instead had been refurbished. The house was initially listed at $212,000 but was sold recently to a first time home buyer for $229,000 after a bidding war. 4. Presentations A. Sioux Falls Canaries Update by Brian Slipka and Jack Fossand, Sioux Falls Canaries Presentation: Approximately 20 minutes followed by discussion Slipka is the founder of True North Equity Partners, who acquired the Sioux Falls Canary Baseball Team in March, 2021. Slipka provided background information about his connection to the City of Sioux Falls and South Dakota, how he started in his current business venture, and how his business has expanded to 500 employees in 12 states. Slipka reviewed the reinvestments made into the Sioux Falls Canaries since the acquisition. Improvements included: a new Daktronics scoreboard, the addition of a kid zone area, and more staffing. The improvements added are designed to improve the game experience for fans and families and they continue to receive positive feedback on the improvements that have been made. One of the goals fo the new owners is to move the Canaries from #18 on the listing for the Top 20 things to see in Sioux Falls, to much higher on the list. Slipka added that additional information will be forthcoming about the newly formed Canaries Community Fund. This entity si set up for the purpose of assisting youth, with character building, and they will be distributing funds in a few weeks to 8-9 organizations to improve social causes, add ball fields for youth and other local improvements. Additional input was received regarding the updates and status of Major League Baseball, the three-to-five year strategy for the Canaries. Slipka stated that future collaboration with the City and other partners regarding the facilities and the stadium investments will be needed. He is excited about moving foward with partnerships with the City to work together and build relationships to improve the Canaries. Fossand spoke about some of the positive aspects of the City of Sioux Falls and the ongoing progressive movement of the City. He noted that just in the downtown area, over $400 million has been invested by both public and private investments for continued improvements over the next 2-3 years. Fossand reviewed the Canaries and Minor League Baseball. He stated that even with COVID, 40 affiliated  minor league teams were added in the United States. He talked about the relationship with Major League Baseball, with other leagues, regarding the quality of players, improving the fan experiences, and encouraging local cities to invest in baseball teams and facilities. He stated their organization is focusing on this year and next year, but are wanting to collaborate with the City of Sioux Falls for the five to 10 year projections that will start soon. B. Link Update by Alicia Collura, Assistant Director of Public Health Presentation: Approximately 5 minutes followed by discussion Collura provided an update on funding received from Senate Bill 186, a grant from the State of South Dakota. The legislature appropriated $3M from the General Fund for the Department of Social Services. The purpose for providing grants to the City of Sioux Falls is to support behavioral and mental health services in crisis stabilization. Collura reviewed the anticipated use of funds, the support being provided to the Health Department, and a breakdown of remodeling the Annex from Phases 1 through 3. Collura stated the Link has performed over 400 patient triages in a six week timeframe. The Link has been busier in the second month vs. the first month. They have received great reviews from Law Enforcement and Hospital Emergency Room partners regarding the reduced jail and emergency room processing. Collura stated that positive feedback is spreading through the community from people who have benefited from the Link's services. Collura introduced Maddie Miller, Nurse Manager for the Link, and recognized her and her staff for their outstanding work. Miller answerd questions and spoke about the assessment process and the recommendation for levels of treament process. The transitional housing available for patients for their time between being at the Link and their ongoing treatment. Miller says they continue to work with other entities in providing assistance. Discussion followed regarding additional funds coming from the legislature; the funds for operational support functions; statistical information received from the Mayor; how these funds impact existing financial commitments from all of the entities; the limited remodeling of the second floor; and what are the next steps for patients after their initial stay at the Link. 5. Public Comment Sierra Broussard spoke about the capacity at the Link, the funds needed for the second story area for the facility, the amount of money being invested, and the benefits of incarceration in place of treatment. 6. Executive Session A. Preparing for contract negotiations or negotiating with employees or employee representatives pursuant to SDCL 1-25-2(4) A motion was made by Council Member Neitzert and seconded by Council Member Kiley to enter Executive Session at 5:03 p.m. for the purpose of preparing for  contract negotiations or negotiating with employees or employee representatives pursuant to SDCL 1-25-2(4). Roll call vote to enter Executive Session. 7 Yes: Brekke, Erickson, Jensen, Kiley, Neitzert, Selberg, Starr; 0 No: (None). Motion Passed. 7. Adjournment A motion was made by Council Member Starr and seconded by Council Member Erickson to adjourn exit executive session and adjourn the meeting at 5:12 p.m. Voice vote to adjourn. 7 Yes: Brekke, Erickson, Jensen, Kiley, Neitzert, Selberg, Starr; 0 No: (None).
