MINUTES Informational Meeting Tuesday, November 9, 2021 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke (via Telecom), Christine M. Erickson, Alex Jensen, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: Rick Kiley, Greg Neitzert Council Chair Curt Soehl called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Siouxland Heritage Museum Board: Thursday, November 4, 2021 (Council Member Starr) Council Member Pat Starr announced that there was another anonymous donation made in the amount of $150K to the Endowment Fund. This brings the total amount to over $2.2M to be used for funding activites and other museum expenses. Starr expressed appreciation to the anonymous donor for their generosity. Starr added that holiday events are being planned for the Museum and attendance numbers are starting to increase. B. Urbanized Development Commission (UDC): Thursday, November 4, 2021 (Council Members: Brekke, Kiley, Neitzert, Starr) Starr stated that there was an election for the officers and that Carol Twedt was reelected as the Chair of UDC and that he was elected as the Vice President. Starr added that the population of Tea is now over 5,000 so this city has become a part of the Urbanized Development Commission. 3. Councilor Remarks There was none. 4. Presentations A. Agreements - Mary Jo Wegner Arboretum and Great Plains Zoo by Jackie Nelson, Administrative Manager for Parks and Recreation  Presentation: Approximately 30 minutes followed by discussion Nelson provided an update on the Mary Jo Wegner Arboretum agreement. The current agreement expires on December 31, 2021 with the new agreement having a new three year term from January 1, 2022, to December 31, 2024. The City's responsibilities are: providing grounds maintenance such as: mowing, weed control, irrigation repair, landscape maintenance, tree trimming, sidewalk and trail maintenance, building maintenance and snow removal services for the parking lot and walkwasy. The City provides capital funding on a cas- by-case basis. The responsibilities for the society are: providing visitor services; scheduling year- round activities (i.e. group outings, picnics, site tours, education classes, weddings, receptions, facility rentals, etc.); establishing fees for services offered as approved by the Parks Board; and submitting capital improvement requests through the City budgeting process. The agreement was approved at the Parks and Recreation Board meeting on October 20, 2021, and will be presented at the City Council Meeting on Tuesday, November 16, 2021. Nelson provided an update on the Great Plains Zoo and Delbridge Museum agreement. The current agreement expires on December 31, 2021 (five year term) with an option to extend for one additional five year term from January 1, 2022 to December 31, 2026. There have been some minor updates in the agreement concerning a date change on IRS Form 990 and a few additional language updates. The City's responsibilities are: providing grounds maintenance outside the exhibits such as mowing, snow removal, tree care, landscaping, public restroom on grounds and utilitiy infratstructure; provide annual appropriation and replaces equiment through the city's Other Capital Equipment Plan (OCEP); provides capital funding on a case by case basis (Lion's exhibit for example, $1.4mm); provides two board members of 1/7 the number of board members appointed by the Mayor with the advice and consent of the City Council. The responsibilities for the society are: providing visitor services; keep all exhibits and displays including animal cages/enclosures in a clean and well-maintained condition; maintain AZA Accreditation; maintain all equipment and perform preventative building maintenance; submit reports and attend Parks and Recreation Board meetings as requested. The agreement was approved at the Parks and Recreation Board meeting on October 20, 2021, and will be presented at the City Council Meeting on Tuesday, November 16, 2021. Discussion followed regarding: the concession, admission and gift shop crew changes; whether or not the Zoo can be rented for events; advertising for special events; the affordability of attending the Zoo; the possibility for having a 'free day' at the Zoo in the future; and the qualifications for reduced entry into the Zoo. 5.
