Informational Meeting

1. Call To Order
Council Members Present: Janet Brekke (Via telecom), Greg Neitzert, Marshall
Selberg, Curt Soehl, Pat Starr
Council Members Absent: NoneChristine M. Erickson, Alex Jensen, Rick Kiley
Council Chair Curt Soehl called the meeting to order at 4 p.m.
2. Committee/Commission Reports
A. Multi-Cultural Center Intergovernmental Board: Wednesday, November 17, 2021

Council Member Starr stated that the board of directors continues to plan a vision
for the future of the Center as it nears its 25th anniversary. Financials are in good
shape and the search for an executive director continues.
3. Councilor Remarks
Council Member Greg Neitzert stated that he attended the cannabis initial license
lottery drawing and commented how well the lottery was executed.
4. Presentations
A. Visitor Center Management Services - Falls Park by Jackie Nelson, Administrative
Manager for Parks and Recreation
Presentation: Approximately 15 minutes followed by discussion
Nelson provided an overview of the Falls Park Visitor Center Management
Agreement. The current five-year agreement expires on December 31, 2021 and
the proposed agreement will be a nine month term (January 1, 2022 through
September 30, 2022). Discussions are ongoing between the Chamber of
Commerce and Experience Sioux Falls regarding separate legal status for
Experience Sioux Falls, which may change how the agreement is drafted.
September 30, 2022 coincides with the end of the Chamber's fiscal year, but a 60-
day termination clause, exercisable by the City and included in the agreement,
allows for transition of the agreement if an effective date of separate legal status is
determined before the end of the agreement's term. Currently, the agreement is
with the Chamber of Commerce on behalf of the Convention and Visitors Bureau
(aka Experience Sioux Falls). Section Three adds information about print and
marketing and Section Nine requires hours of operation to be pre-approved by the
director. The Parks and Recreation Board approved the agreement on November
17th and it is expected to come before the City Council on December 7th.

Council Chair Curt Soehl adjourned the meeting at 4:06 p.m.
