1. Call To Order
Council Members Present: Janet Brekke, Alex Jensen, Rick Kiley, Greg Neitzert,
Marshall Selberg, Curt Soehl, Pat Starr
Council Members Absent: Christine M. Erickson
Council Chair Curt Soehl called the meeting to order at 4 p.m.

3. Presentations
A. Accessible Housing Advisory Board Update by Jeff Nelson, Chair Accessible
Housing Advisory Board; and, Kevin Smith, Assistant Director of Planning &
Development Services
Presentation: Approximately 15 minutes followed by discussion
Nelson opened the presentation by reviewing the composition of The Accessible
Housing Advisory Board (AHAB), which consists of eleven members—six are ex
officio appointees and five are appointed at large. He spoke about the work the
Board has been doing and explained that the presentation would focus on the
outcomes of their efforts. Smith then took over the presentation and spoke about
the wide range of housing-related meetings throughout the City over the past year
with AHAB working sessions occurring on October 14th and 20th. The working
sessions included members of the Board along with other representatives from
throughout the housing community. He emphasized the importance of the 2026
Housing Action Plan as a guiding framework for addressing accessible housing
needs. The framework includes five pillars: land, workforce, public incentives &
partnerships, design & building standards, and infrastructure. To support efforts,
there is approximately $8.4M in funding available through the City and through
federal and state grants.
Jeff Eckhoff, Director of Planning and Development Services, reviewed The AHAB
working sessions’ recommendations: home ownership tax increment financing;
buyer covenants; multi-family tax increment financing; multi-family housing loan
funds; and, adoption of the discretionary formula if approved by the legislature.
Matt Tobias, Neighborhood Revitalization Manager, then spoke about the
neighborhood revitalization recommendations which include: strategic acquisition of
land, houses, and/or other buildings; single family home repair; and, rental
reinvestment. Eckhoff concluded the presentation by discussing the legislative
committee meetings held over the summer and proposed legislative amendments to
Tax Increment Financing and the Discretionary Formula.
Discussion followed about: the budget and advertising for the Single Family Home
Repair Program; performance indicators; the importance of consistent and reliable
regulations; responsibilities of the Council; promoting mixed use; adding density in a
way that makes sense; code updates; and, home prices as they relate to
qualification for certain programs.
4. Public Comment
There was none.
5. Executive Session
A. Discussing the qualifications, competence, performance, character or fitness of any
public officer or employee or prospective public officer or employee. The term
"employee" does not include any independent contractor pursuant to SDCL 1-25-
2(1)
The Executive Session was not held.
6. Adjournment
Council Chair Curt Soehl adjourned the meeting at 5:12 p.m.
