MINUTES Informational Meeting Tuesday, March 15, 2022 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Christine M. Erickson (arr. 4:04 p.m.), Rick Kiley, Greg Neitzert (arr. 4:02 p.m.), Marshall Selberg (arr. 4:02 p.m.), Curt Soehl, Pat Starr Council Members Absent: Alex Jensen Council Chair Curt Soehl called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Urbanized Development Commission (UDC): Thursday, March 10, 2022 (Council Members: Brekke, Kiley, Neitzert, Starr) Councilor Pat Starr provided the meeting update. The following items were discussed: the final draft Public Participation Plan for the Sioux Falls MPO; 2023 Unified Planning Work Program Public Participation Plan; FTA Section 5310 Funding Recommendations; 2022 Unified Planning Work Program Amendment #2022-01; 2022-2025 Transportation Improvement Plan Revision #22-004; South Veterans Parkway RAISE Grant and Maple Street/Park Street letters of support; Sioux Falls MPO 2021 Year End Report; and the I29 Exit 77 (41st Street Interchange) Construction update. B. Siouxland Heritage Museum Board: Thursday, March 10, 2022 (Council Member Starr) Starr provided the meeting update. The following items were discussed: the 2023 Budget; the staff is preparing for a number of large cooperative programs, which the museum participates in; the Southeast South Dakota Regional National History Day Competition was recently held at the museum; the Women in Science Program; the Sioux Empire Water Festival; the Prohibition Exhibit closed; and the Radio Men Exhibit is being installed. Starr also mentioned that school groups are starting to tour again. 3. Councilor Remarks Soehl reminded everyone about St. Patrick's Day coming up and encouraged them to be safe. He also mentioned that there will not be an Informational Meeting next week due to Board of Equalization Hearings being held. 4. Presentations A. Falls Park Master Plan Update by Mike Patten, Park Development Specialist; and Jon Jacobson, Confluence Presentation: Approximately 15 minutes followed by discussion Patten began the presentation by providing a brief history of the project. The first phase of the project, the Design Competition for the Falls Park Master Plan was completed in 2021. Five design teams,comprised of local professionals and national designers, competed, Confluence had the winning design. Jacobson explained that Confluence, of Sioux Falls, is a regional landscape, architectural and planning firm. Jacobson said an important part of their design submittal is that it was all about community. He spoke about Falls Park's storied history and its importance to the community. The four core concepts of the firm's submittal were discussed. The concepts are: 1) Provide engaging multi-functional spaces within Falls Park that can operate through all seasons; 2) Equitable access to Falls Park and its facilities from adjacent neighborhoods and the diverse Sioux Falls Community; 3) Engage and educate the public during the planning of a new future vision for Falls Park and the surrounding area; 4) Introduce diverse revenue streams to support park improvements and operations. Jacobson said that their design ideas were generated in a vacuum and they are going to start the process over and work with the community and stakeholders. Some of the things he covered included: realigning streets, creating new addresses within the park, using under utilized land, rerouting the rail spur, and generating revenue. One way to generate revenue would be to create an adventure park at the quarry. Jacobson said people don't realize the quarry exists. He showed other opportunities to create experiences in the park, with his presentation slide. He spoke about eliminating road conflicts and pointed out that you currently can't take a walk directly into the park. One thing in the plan would be to keep the core of the park, which receives one million visitors a year, the same. Jacobson called Falls Park a destination for all and provided a slide to show the various programs and activities available for people of all ages. He said they are looking to build signature relationships and creating a diversity of revenues. There are plans to get the community involved, including the use of QR Codes. The public kick-off will be in the Spring and the City Council will receive the final vision for Falls Park in March, 2023. Discussion followed regarding: compliments to Confluence for their vision and showing resect to the Park; utilizing suggestions from other plan submissions; something for everyone with the design; energy and excitement surrounding the project; the quarry; entertainment on the lawn; outdoor festivals; walking space; including various neighborhoods into the project; the zipline; and that this isn't just a City plan. B. Levitt Amendment - Non-Levitt Events by Don Kearney, Director of Parks and Recreation; or Jackie Nelson, Administrative Manager Presentation: Approximately 15 minutes followed by discussion Nelson spoke about a proposed amendment that would transfer non-Levitt rentals to the Friends of Levitt. A reason for doing this would be to streamline the process and make it more of a "one-stop-shop", which would allow for people to work with one party instead of multiple parties. Also fees for: lawn, stage, sound, video, and lighting, would be simplified going through the Friends of Levitt. The current agreement has non-Levitt sponsored reservations being managed through the City Special Event application process. These reservations are scheduled on a first- come, first-serve basis after the first priority Levitt concert series (80 days) and second priority City events. The amendment would change the Levitt concert series to first priority 90 days. Reservations fee would remain the same. Nelson provided a brief history of reservations and noted the timeline for moving forward with the proposed amendment with it becoming effective on May 1, 2022. Discussion followed regarding: fees going through the Park Board; items not included in the fees; when the public restrooms are open; monitoring of crowd size; damage waivers; fee approval by Council; City events held at the Levitt; how to tell if an agreement is successful; liking the proposed amendment. 5. Public Comment There was none. 6. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Member Starr and seconded by Council Member Selberg to enter Executive Session at 4:42 p.m. Roll call vote to enter Executive Session. 7 Yes: Brekke, Erickson, Kiley, Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed. A motion was made by Council Member Erickson and seconded by Council Member Neitzert to exit Executive Session at 5:35 p.m. Voice vote to exit Executive Session. 7 Yes: Brekke, Erickson, Kiley, Neitzert, Selberg, Soehl, Starr; 0 No: (None).
