1. Call To Order

Council Members Absent: Curt Soehl
Council Member Marshall Selberg called the meeting to order at 4 p.m.
2. Committee/Commission Reports
A. South Eastern Council of Governments (SECOG): Wednesday, March 23, 2022

B. Audit Committee: Monday, March 28, 2022 (Council Members: Kiley (Chair),
Jensen, Neitzert, Soehl)
Council Member Rick Kiley noted that the City's External Audit Report, from Eide
Bailly, was provided. He stated the audit was positive with some constructive
recommendations.
C. Metro Management Council: Wednesday, March 30, 2022 (Council Members
Erickson and Kiley)
Council Member Christine M. Erickson stated that the meeting was used to discuss
the upcoming budget as well as the 911 text messaging program.

4. Presentations
A. Forward Sioux Falls 2022-2026 Agreement by Mike Lynch, Executive Director of
Investor Relations
Presentation: Approximately 10 minutes followed by discussion
Lynch explained that Forward Sioux Falls (FSF) is a partnership between the
Greater Sioux Falls Chamber of Commerce and the Sioux Falls Development
Foundation; and described their purpose, governance structure, and
accomplishments. He highlighted the Foundation’s five-year strategies and desired
outcomes between 2016 and 2021. Lynch then discussed the FSF 2021-2026
Campaign to include its $15M cash goal and the benefits the campaign will provide.
Over 75% of funding for FSF comes from the private sector with the remaining
coming from public sources, compared to the national average of 39% from private
sources and over 60% from public sources. He spoke about the economic value of
the industrial parks facilitated by FSF and reviewed how they fit into particular
business sectors. Lynch concluded the presentation with five-year projections for
job creation, capital investment, increased residency, talent/workforce/diversity
programs, and housing units.
B. Jacobson Plaza Update by Don Kearney, Director of Parks and Recreation
Presentation: Approximately 15 minutes followed by discussion
Kearney provided a review of work done to date on planning the Jacobson Plaza.
The design process has kicked off; significant research and tours of like facilities
were completed; and, reviews were done with SDDANR. The preliminary design
includes a spatial layout of 10 acres with pedestrian and vehicular connections. It
also includes pick-up/drop-off options; programming opportunities; and, ice ribbon
refrigeration options. The process included several consultations with a variety of
stakeholders. Jon Jacobson, Confluence, then reviewed the Master Plan.
The Master Plan envisions two phases of work. One phase includes an
approximately 4 ½ acre area with the ice ribbon, a mechanical building, a warming
area, and food hall. Approximately 32 off-street parking spaces would be available.
Jacobson noted that current on and off-street parking spaces/areas would provide
adequate parking for access to the facility. The next phase includes a universal play
area and a splash pad. Jacobson explained that portions of the facility are intended
for summer use (seasonal flexibility), although those options are still being
investigated.
Kearney next spoke about changes to the project since it was originally introduced
to the Council. There has been a 20-25% construction cost increase. The program
proposes additional support facilities and amenities to complement and enhance
the original scope, these include: increasing the size of the ribbon by 2,000 square
feet; adjusting to environmental specialty work that will be required; parking and
drop-off options; experiential amenities; and, expanding common areas. Kearney
noted that parties will increase contributions to $5.5M. The benefits of a revised
project include: a better experience; the ultimate reduction in phases, construction
costs, and disruptions; and, completes one project while adjacent projects are also
under construction. The revised timeline includes bidding in the Summer of 2022;
construction in the Fall of 2022; and, the Grand Opening in late Fall of 2023. A
consideration for Phase II is negotiating the buildout with a goal to complete in the
next 3 to 5 years subject to City Council approval and appropriation. The resolution
amending and restating the agreement will be presented to the Council on April 19.
Discussion followed about the changes to the project’s scope; environmental
considerations; operational costs and recovery; and summer use.
C. Safety and Home Repair Grant Program by Kevin Smith, Assistant Director of
Planning and Development Services
Presentation: Approximately 10 minutes followed by discussion
The Safety and Home Repair program is a new program that allows qualified
homeowners in Sioux Falls to receive up to $5,000 in financial assistance for home
repairs. Currently, $1.4M of American Rescue Plan Act (ARPA) funds have been
allocated to the program. A budget supplement is not required because the ARPA
funds are a part of the 2022 Housing Division Budget. The program has limited
funding and will end on December 31, 2024, or when all funds have been obligated
to property owners. There are several qualification criteria: low-to-moderate income
households; property must be owned by the homeowner and be within Sioux Falls
city limits; property must be structurally sound, but in need of repairs; mobile homes
and rental properties are not eligible; and, property to be repaired for resale are not
eligible. Several types of repairs qualify and interested property owners must first
apply for the program.
Discussion followed about: how monies will be dispersed; funding sources; mobile
home parks; and changes to housing programs in general.
