MINUTES Informational Meeting Wednesday, April 13, 2022 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: Janet Brekke, Alex Jensen, Rick Kiley, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: Christine M. Erickson 2. Committee/Commission Reports A. Accessible Housing Advisory Board: Wednesday, April 6, 2022 (Council Member Selberg) Council Member Marshall Selberg stated a tour was taken to sites being considered prospects for future developmental areas and talked a little about the reasoning for the areas that might work. Another update, from the group making some of these things happen, is due. Meetings, ideas, and plans are coming together. A report, with pictures, will occur later. B. Siouxland Heritage Museum Board: Thursday, April 7, 2022 (Council Member Starr) Council Member Pat Starr stated routine activity is going on at the Siouxland Heritage Museum. Last week, there was a viewing of Argus Leader donated items. After shutting down the building, they donated their morgue of old newspapers to the museum. There were items from 1845, including: newspapers, all of the old photo negatives, some were printed on linen. The community will be able to view it in the future. They are taking the artifacts and putting them into a usable and accessible form. A searchable digital format will be available. 3. Councilor Remarks There were none. 4. Presentations A. 2022 Street Construction Overview by Mark Cotter, Director of Public Works Presentation: Approximately 15 minutes followed by discussion Cotter provided opening remarks regarding the 2022 Street Construction Overview. He introduced Brad Ludens and Tony Undercheck and explained their roles as Project Managers. Andy Berg, City Engineer provided an update referencing the following projects: the 41st Street and I-29 area improvements; Arrowhead Parkway and Six Mile Road; Minnesota Avenue, Russell Street to 2nd Street; 41st Street and Sycamore Intersection and Overlay; Cliff Avenue - 49th Street to 56th Street; and South Veterans Parkway. Berg also addressed; new traffic signal locations; the 2022 Street Rehabilitation Program; and produrement and cost escalations for the projects. Discussion was held regarding: pedestrian crossings at the improvements sites; the location of stop lights; signs and directions regarding capacity and the speed zone areas; crossing the highway at South Veterans Parkway; Hammerhead and turn around pads; projects that are being delayed; closures at intersections during utility work; the impact on local eating establishments on the East side of the city; the location of medians; the uses for vacated roads; the entities that maintain the township roads; timeline for full completion of projects; signage, and plans for lit signals and markings for upcoming changes. B. Water Reclamation Plant Expansion Update by Mark Cotter, Director of Public Works Presentation: Approximately 15 minutes followed by discussion Cotter introduce Ryan Johnson, Principal Engineer, from the Public Works Department. Cotter stated the most recent update regarding this project was in January, 2022. Since then, the project has gone through the bidding cycle and has bid out for 95% of the project. We are preparing the plant for additional regional growth from 21m gallons a day to 30m gallons a day. This plant serves a number of communities including Renner, Brandon, Tea and Sioux Falls. This is the first rehab for the existing plant since it was designed 40 years ago. There has been a 5% increase in cost escalations due to increased labor costs and commodity escalation. Cotter provided grant updates regarding the costs. He stated that a Resolution will be tonight's Agenda regarding this topic. 5. Public Comment There were none. 6.
