MINUTES Informational Meeting Tuesday, May 24, 2022 at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Alex Jensen, Rich Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: Sarah Cole Council Chair Curt Soehl called the meeting to order at 4 p.m. 2. Councilor Remarks Council Member Rich Merkouris indicated that he is working on proposing a Task Force to address homelessness in the community. 3. Presentations A. Sioux Falls Sports Authority Update by Thomas Lee, Executive Director Presentation: Approximately 15 minutes followed by discussion Lee explained that the Sports Authority has been in existence since 2006 and their mission of bringing marquee sporting events to Sioux Falls has not changed. He discussed the non-profit's organizational structure and reviewed the events they've hosted over the past several years. He hopes to expand the number of events directly hosted by the Sports Authority in the coming years and anticipates continued increases in attendance at the many sporting events hosted in the City. Discussion followed about: funding; the availability of full-service hotels; youth events; revenue sharing; board member terms; and, proposed new events. B. Growth Management Tier Map Updates by Sam Trebilcock and Jeffrey Schmitt, Planning and eve Presentation: Approximately 15 minutes followed by discussion Trebilcock explained the process by which a Comprehensive plan is developed and adopted. He also discussed the basis of land use regulations in the State and the City. The plan is a policy that will help guide future ordinances, master plans, and budgets. It's required by state law to support and be consistent with the zoning and subdivision ordinance. Shape Sioux Falls 2040, the current comprehensive plan, lays out community goals; determines the location and phasing of new development out to the year 2040; guides the arrangement of future neighborhoods and  employment centers; maintains neighborhood character by creating compatible transitions that minimize land use conflicts; creates lively, secure and distinctive places; and, develops attractive street corridors that enhance and reinforce adjacent development. The plan is implemented through annexation, zoning, subdivision, capital improvements, and other plans. To determine the location and phasing of new development, Tier Maps are made. Such maps are broken down into three tiers: 1) annexation advised within five years as all city services will be available within the five-year CIP period; 2) annexation not advised because city services will not be available for six to fifteen years; and 3) annexation not advised because city services will not be available for 16-25 years. The Tier Maps are also over-layed with development areas and sanitary, water, road, drainage, and public facility considerations. Schmitt discussed the details of the proposed Tier Maps and stated that they will come before the Council for approval in June. Discussion followed about: the maximum extent of city limits; capital investments strategy; how landowners are informed about the Tier Maps; considerations for undeveloped and unannexed land within City limits; and, neighboring community growth considerations. 4.
