MINUTES Informational Meeting Tuesday, August 23, 2022 at 3:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole, Alex Jensen (arr. 3:08 p.m.), Rich Merkouris, Greg Neitzert (arr. 3:12 p.m.), Curt Soehl, Pat Starr Council Members Absent: Marshall Selberg 2. Committee/Commission Reports A. Homeless Task Force: August 3, 8, & 22 (Council Members: Merkouris (Chair), Selberg, and Soehl) Task Force Chair Rich Merkouris stated that the first three meetings focused primarily on receiving background information and the establishment of an informal research group. With two meetings scheduled in September, he expects additional information to be provided after. B. Experience Sioux Falls - BID Board: Thursday, August 11, 2022 (Council Member Cole) Council Member Sarah Cole stated that the Board discussed their budget and some of the administrative changes as a result of their new status as an entity separate from the Chamber. C. Urbanized Development Commission (UDC): Thursday, August 11, 2022 (Council Members: Barranco, Merkouris, Neitzert, Starr) Council Member Pat Starr stated that the Commission adopted the 2022-2026 Transportation Improvement Plan and discussed the Brandon bike/pedestrian plan. As part of the plan presentation, the Commission discussed possibilities of connecting the Sioux Falls system with it. D. Siouxland Heritage Museum Board: Thursday, August 11, 2022 (Council Member Starr) Starr did not provide an update as the 5 p.m. Joint Sioux Falls City Council and Minnehaha County Commission budget hearing will receive an in-depth update from the museum director. 3. Councilor Remarks There were none. 4. Presentations A. Public Works Budget (The Public Works budget was presented at the Budget Hearing of Tuesday, August 16, but due to time constraints Council discussion was postponed to the current meeting) Public Works Director Mark Cotter reviewed key points from the presentation provided on August 16, 2022. Discussion followed about: incentives for high density construction; incorporation of elements from the sustainability plan into the proposed budget; changes to landfill collection volumes; changes in recycling tonnage; changes to construction costs and impacts on schedules; availability of construction materials; and, the feasibility of a transfer station. 5. Public Comment There was none. 6. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Member Jensen and seconded by Council Member Barranco to enter Executive Session 3:22 p.m. for the purpose of consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25-2(3). Roll call vote to enter Executive Session. 7 Yes: Barranco, Cole, Jensen, Merkouris, Neitzert, Soehl, Starr; 0 No: (None). Motion Passed. A motion was made by Council Member Jensen and seconded by Council Member Barranco to exit Executive Session and adjourn at 4:20 p.m. Voice vote to exit Executive Session. 7 Yes: Barranco, Cole, Jensen, Merkouris, Neitzert, Soehl, Starr; 0 No: (None).
