MINUTES Informational Meeting Tuesday, February 21, 2023, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco (via Telecom), Sarah Cole, Alex Jensen, Rich Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr (arr. 4:03 p.m.) Council Members Absent: None Council Chair Curt Soehl called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Homeless Task Force Items: Update by Council Member Rich Merkouris Council Member Rich Merkouris provided an update on the Homeless Task Force. This evening's Council Meeting has a 2nd reading for one of the recommendations of the Task Force regarding the Network of Care Incentive Grant. This grant encompasses an Incentive Fund of $250,000 over three years with distribution as follows: 2023: $125,000 (100% of costs associated with onboarding, user fees and tech assistance); 2024: $75,000 (75% of costs associated with user fees and tech assistance); and 2025: $50,000 (25% of costs associated with user fees and tech assistance). The Helpline Center will invoice the city and draw down the funds. Merkouris added that two items will be coming forward in March. The first is the concept of Street Teams – a two-year pilot project for teams to contact and interact with people in the community that are homeless. A budget supplement will be proposed for this followed by a Request for Proposal; also, in March, a proposed update to the ordinance regarding pedestrian safety which will impact panhandling and locations used for panhandling. 3. Councilor Remarks Council Member Alex Jensen stated that prior to April 1, 2023, there will be an Audit Committee Meeting and an Operations Committee Meeting. He advised the Council in case there were questions for either of the committees. 4. Presentations A. Water Reclamation Plant Expansion Project Update by Mark Cotter, Director of Public Works  Presentation: Approximately 15 minutes followed by discussion Ryan Johnson, Utility Administrator, provided updates on the Water Reclamation Plant Expansion Project focusing on the following: Pump Station 215 Forcemain Rehabilitation; Pump Station 203; Project Goals; Schedule details from 2021 - 2025; Project Budget of $215,000,000.; and future Water Reclamation Projects (Basin 15 and Pump Station 240 Forcemain). The need for rehabilitation at Pump Station 215 was initially identified by the Parks Department. When they were moving snow, they discovered that a pipe had collapsed; Public Works went into action with fixing the exposed pieces and fixing the pipe. Public Works determined there was much more going on and did additional research. Selected technology was used to pull a pipe into the existing pipe. Johnson noted that using this process resulted in less impact and was more cost effective, becoming a good product. Johnson stated there were a few minor steps left to do and this pump would be complete and running. Pump Station 203: The City has 20 different pump stations of various sizes located generally at the bottom of sanitary sewer stations; Johnson provided an update on the flow and pumping process for these stations. This station was built in 1940 and this is the first time it has been rehabilitated. This included a complete remodel updating the HVAC and electrical systems, adding all new pumps and exterior modifications. This update has extended the service time for this facility for 50 plus more years. The Project Goals for the Water Reclamation Plant Expansion Project are: Prepare for regional growth with 50% increase in plant capacity (21 million gallons per day to 30 million gallons per day); this regional plant serves Renner, Brandon, Tea, Sioux Falls and other communities in the future; and rehabilitate the existing plant – this is the first major plant expansion since the facility was built over 40 years ago. For the schedule, we are eight months into a three-year construction project The timeline was reviewed regarding upcoming construction and equipment being installed. The year 2025 is anticipated as full startup and use of this facility. Johnson shared a photo of the contractor’s 4D model of the project. Currently there are 100 individuals onsite working on this project, expected to expand to 150 this summer. The goal is to have a tour in spring/summer to show the magnitude and size and provide any updated project details at that time. Johnson reviewed the existing project budget of $215,000,000. The breakdown is as follows: $180,100,000 for Guaranteed Maximum Price (GMP/Construction); $27,100,000 for Design and Construction Administration; and $7,800,000 for other city costs (Legal, Testing, Contingency). Discussion followed about: the budget for the plant expansion; partnering with other municipalities; capacity calculations used to determine usage per municipalities; and a flood event impact on Covell Lake. 5. Public Comment There was none. 6. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Member Jensen and seconded by Council Member Selberg to enter Executive Session at 4:17 p.m. Roll call vote to enter Executive Session. 8 Yes: Barranco, Cole, Jensen, Merkouris, Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed. A motion was made by Council Member Jensen and seconded by Council Member Neitzert to exit Executive Session at 4:59 p.m. Voice vote to exit Executive Session. 8 Yes: Barranco, Cole, Jensen, Merkouris, Neitzert, Selberg, Soehl, Starr; 0 No: (None).
