MINUTES Informational Meeting Tuesday, April 4, 2023, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole, Alex Jensen, Rich Merkouris, Greg Neitzert (arr. 4:03 p.m.), Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: None City Council Chair Curt Soehl called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Metro Management Council: Wednesday, March 29, 2023 (Council Members Cole and Soehl) Soehl reported that an update was provided at the meeting by Interim Director Mike Gramlick which included an overview of personnel retention, training, and turnover challenges. The Council also reviewed 2022 financials, approved a revised 2022 budget amendment, and reviewed draft financial statements for the current fiscal year. B. South Eastern Council of Governments (SECOG): Wednesday, March 29, 2023 (Council Members Soehl and Starr) Council Member Pat Starr stated that the board received end of year financial reports. He also noted it would be a good idea to have SECOG provide a presentation to the Council at a future Informational to review ongoing work by the organization especially in relation to housing, planning, and other activities. C. Operations Committee: Thursday, March 30, 2023 (Council Members: Jensen (Chair), Cole, Neitzert, Soehl) City Council Vice Chair Alex Jensen stated that the committee reviewed, and gained concurrence, on several updates to the policies and procedures manual. There are some sections that require additional editing, so future meetings will be scheduled to review those edits and to discuss other changes. 3. Councilor Remarks There were none. 4. Presentations A. Shape Places - Proposed Midtown Mixed Use Zoning District by Jason Bieber, Senior Planner; Adam Roach, Urban Planner; and, Kristen Benidt, Urban Planner Presentation: Approximately 10 minutes followed by discussion Roach began the presentation by explaining that proposed changes to the zoning ordinance are intended to enhance mixed uses within the City by creating certain mixed-use districts and corresponding forms. The objective for the midtown mixed use zoning districts is to allow for walkable mixed-use development throughout the City's core. The districts also address development challenges in the core by reducing burdensome parking minimums, reducing setbacks by reorienting buildings towards the street, and reducing infrastructure costs as they already exist within the core. This would provide appropriate transitions that compliment existing land development with walkable, mixed use zoning where appropriate. Roach explained that such rezones would not be City-initiated, but would instead be a potential option for applicants. This type of development would be allowed on certain sites throughout the City or within the "Urban Core" as defined by the City's Comprehensive plan. The concept would be suitable to, but not limited to, arterial and collector streets or transitional areas around Sanford, Avera, Augustana University, the University of Sioux Falls, or the downtown area. There are several benefits to a new form: expands mix of housing and mixed uses in areas served by bike trails, bike routes, or the transit system; it densifies underutilized properties throughout core neighborhoods; provides additional development options along sites on certain corridors; it can act as a vehicle for neighborhood stabilization, redevelopment, and revitalization; it can enhance an area's unique identity and potential; provides an opportunity to increase the local tax base and create more walkable neighborhood services and amenities. Bieber reviewed each of the three proposed forms (MU-1, MU-2, and MU-3) in detail. He highlighted the primary difference between each form is the minimum and maximum number stories allowable. They are each generally similar in their setback and buffer yard requirements. They also rely on shared parking requirements opposed to standard parking requirements when indoor bicycle storage, designated rideshare locations, public transit, and outdoor bicycle storage are taken into account. The proposed changes also include the addition of several definitions. Bieber concluded by reviewing the outreach that has been done with stakeholders to discuss and formulate the proposal. They include developers and realtors; members of the Board of Historic Preservation; the Home Builders Association; Multi-Housing Association; City Council Members; and by holding an open house. Discussion followed about: incentives to encourage developers to implement the proposed forms; how the new forms will facilitate economic diversity in the City; the role of public transit in realizing the goals of the changes; walkability; transitions to single-family homes; and, how site selection will be evaluated. B. SculptureWalk 2023 Presentation by Cameron Ostrom, Executive Director; and, Jana Anderson, Curator Presentation: Approximately 20 minutes followed by discussion  Anderson explained that 2023 marks the 20th Annual SculptureWalk in Downtown. This year, there will be 67 sculptures from 49 artists representing 20 states and three counties. The sculptures were chosen from over 160 submissions by a blind jury of local dignitaries and art enthusiasts. The sculptures will be installed on May 6th. She then reviewed renderings of all the sculptures and highlighted the artists for each. Discussion followed about: the number of sculptures submitted; how sites are selected; and, how our program compares to other cities. 5. Public Comment There was none. 6. Executive Session A. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor pursuant to SDCL 1-25- 2(1) A motion was made by Council Member Jensen and seconded by Council Member Selberg to enter Executive Session at 4:39 p.m. Roll call vote to enter Executive Session. 8 Yes: Barranco, Cole, Jensen, Merkouris, Neitzert, Selberg, Soehl, Starr; 0 No: (None). Motion Passed. A motion was made by Council Member Jensen and seconded by Council Member Selberg to exit Executive Session at 5:25 p.m. Voice vote to exit Executive Session. 8 Yes: Barranco, Cole, Jensen, Merkouris, Neitzert, Selberg, Soehl, Starr; 0 No: (None).
