MINUTES Informational Meeting Tuesday, May 2, 2023, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole, Alex Jensen (arr. at 4:02 p.m.), Rich Merkouris, Greg Neitzert, Marshall Selberg Council Members Absent: Curt Soehl, Pat Starr Council Member Greg Neitzert called the meeting to order at 4 p.m. He said that he was filling in until the Vice Chair arrived. 2. Committee/Commission Reports A. Metro Management Council: April 26, 2023 (Council Members Cole and Soehl) Council Member Sarah Cole reported that they discussed: the January through March 31st financial summary; the 2022 financial report audit was accepted; a director's report was received and the topics wrere readiness and staffing; the budget is being completed; and the department will move to the new Safety Campus in the Fall. 3. Councilor Remarks There were none. 4. Presentations A. Sioux Falls Police Therapy Dog by Police Chief Jon Thum Presentation: Approximately 5 minutes followed by discussion Assistant Police Chief Nick Cook introduced the department's new therapy dog, Leo, a 15-week-old Golden Retriever. Internally, Leo will be used as a comfort and emotional support dog for police officers; externally he will be present at community and school events. Sgt. Eric Meyer will be the handler. Leo is currently being trained by Maggie Pearson, owner of Tenacious Dog Training. Leo was donated to the City by the family of a sheriff's deputy in Belle Plaine, Mn., from Archwind Retrievers. Discussion followed regarding dog breeds for therapy and K-9 dogs; Leo's age; and where Leo will be on a daily basis. 5. Public Comment Sierra Broussard spoke about Leo being free and not costing the taxpayers any money. 6. Executive Session A. Discussing information pertaining to the protection of public or private property and any person on or within public or private property specific to any emergency or disaster response plans or protocols, safety or security audits or reviews, or lists of emergency or disaster response personnel or material; any location or listing of weapons or ammunition; nuclear, chemical, or biological agents; or other military or law enforcement equipment or personnel, pursuant to SDCL 1-25-2(6)(h) B. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Member Neitzert and seconded by Council Member Merkouris to enter Executive Session at 4:07 p.m. Roll call vote to enter Executive Session. 6 Yes: Barranco, Cole, Jensen, Merkouris, Neitzert, Selberg; 0 No: (None). Motion Passed. 7. Adjournment Seeing no further business, Vice Chair Alex Jensen adjourned the meeting at 4:50 p.m. Denise D. Tucker, MMC, Assistant City Clerk
