MINUTES Informational Meeting Tuesday, May 16, 2023, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole, Alex Jensen, Rich Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr (arr. 4:29 p.m.) Council Members Absent: None City Council Chair Curt Soehl called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Urbanized Development Commission (UDC): Thursday, May 11, 2023 (Council Members: Barranco, Merkouris, Neitzert, Starr) Councilor Greg Neitzert provided the update. He said they approved a few Transportation Improvement Program (TIP) changes, TIP Public Participation Plan; a market study; and some minor amendments for street construction. 3. Councilor Remarks Councilor Rich Merkouris spoke about Coffee with City Councilors at the Washington Pavilion, on Saturday. Councilors Alex Jensen and David Barranco will be present. Jensen reminded people to get out to vote for the Sioux Falls School Board Election. Neitzert spoke about the spray park being turned on at Hayward Park. He mentioned that a student will get to turn on the water. 4. Presentations A. April 2023 Monthly Financial Report and Facility Projects Update by Tom Huber, Assistant Director of Finance Presentation: Approximately 15 minutes followed by discussion Huber began with a brief explanation of how the presentations were going to be given. There continues to be a general increase in Employment and Labor Force. The employment numbers are up 1.9% over this time last year, with Labor Force  numbers up 1.7% over March 2022. He said unemployment was at 1.7%, which was lower than the 2.3% from March 2022 and 3% from March of 2021. Statewide unemployment was at 1.1% and nationally it was at 3.6% for March. Inflation for April was at 4.9%, down from 5% in March. This is the 10th straight month that inflation has decreased but is higher than the Federal target rate of 2%. Overall, in April, inflation for food was at 7.7%; Energy was -5.1%; and all items less food and energy were at 5.5%. Huber said through April the City has issued $377M in building permits, which is down from last year but ahead of 2021. Multi-Family housing continues to lead Residential permits. Sales Tax Collections without Audits continues to be up and was at 9% for April. Entertainment Tax Collections without Audits was at 10.2% for April, which is a 9.7% increase over April 2022. Lodging Tax Receipts were at 13.6% for April. Bid Tax Receipts were at 1.9%. The General Fund - Revenues YTD reached 25% for April. Due to the snow events, the General Fund - Expenditures YTD were at 31%. Next, an update was provided for the Centralized Facilities and Entertainment Venues projects. Huber said, this is the third year for the Centralized Facilities Internal Fund concept. This allows for a proactive approach to longevity and usefulness of the City's facilities, he said. The City currently has 48 buildings for more than 1M square feet. With the addition of Entertainment venues, the square footage is almost at 2M. Huber said this count does not reflect parks or utility facilities. The age range for the City's buildings spans 120 years. He said the teams could stay busy maintaining buildings, but they are transitioning to working on buildings from start to finish. The City now has a full trades team. Huber provided an update of the Cyclic Maintenance, Remodels & Capital Plan 2023 Budget. A three-year project outline was provided for the following: Core Facilities; Fire; Police; Streets; Parks & Recreation; and the Libraries. The Law Enforcement Center Comprehensive Space Study is currently ongoing. The building is 20 years old, and some things will be moved out the new Public Safety Facility. A Streets Campus Remodel & Addition is currently underway for the 36-year-old building. The project started in August 2022 and is anticipated to be completed in October 2023. The $3M project will include a 3,400 square foot addition. Construction will be completed, in July 2024, on the remodel and addition of First Station #9. The station will increase to approximately 8,750 square feet. Crews are currently working on projects for the Washington Pavilion & Orpheum Theater. The final projects that Huber spoke about were to the Events Center and Convention Center. Discussion followed regarding enterprise funds; City Center; adding staff; the Graybar building; Fire Station #6; new skate park; the Events Center complex; the status of Jacobson Plaza; Capital expenditures; land acquisitions; and the snow removal budget forecast. 5. Public Comment There was none. 6. Executive Session A. Discussing the qualifications, competence, performance, character or fitness of any public officer or employee or prospective public officer or employee. The term "employee" does not include any independent contractor pursuant to SDCL 1-25- 2(1)  A motion was made by Council Member Jensen and seconded by Council Member Selberg to enter Executive Session at 4:43 p.m. Roll call vote to enter Executive Session. 8 Yes: Barranco, Cole, Jensen, Merkouris, Neitzert, Selberg, Soehl, Starr; 0 No: (None).
