Informational Meeting

1. Call To Order
Council Members Present: David Barranco, Sarah Cole, Alex Jensen, Rich
Merkouris, Marshall Selberg, Pat Starr
Council Members Absent: Greg Neitzert, Curt Soehl
Council Chair Marshall Selberg called the meeting to order at 4 p.m.
2. Committee/Commission Reports
A. Siouxland Heritage Museum Board: Thursday, September 7, 2023 (Council
Member Starr)
Councilor Starr gave the Siouxland Heritage Museum Board report. He explained
that the Museum Board met with a tower clock maker from Maine who came to the
museum and conducted a review of the clock tower and the clock mechanism, and
will present a report to the Museum Board in the next few months. Starr continued
by mentioning information that the clock maker shared regarding the possible
implementation of having the clock mechanism as part of a museum display, and
the possibility of an owner's manual being provided. He concluded by mentioning
that there will be more reports to come from the clock maker before finding out the
costs to move forward.
3. Councilor Remarks
Councilor Starr welcomed U.S. Secretary of Transportation, Pete Buttigieg, to Sioux
Falls.
4. Presentations
A. Indoor Recreation Space Plan by Jackie Nelson, Recreation Manager
Presentation: Approximately 15 minutes followed by discussion
Jackie Nelson, Recreation Manager, gave a presentation on the Indoor Recreation
Space Plan. She began by speaking on the resolution that was presented and
adopted in June, 2023 that required Parks and Recreation to return to presently
identified spaces for weekend indoor recreation, room rental opportunities, and
financial costs to the Council within 90 days.
She explained the following identified room rental opportunities: park shelters
(outdoors) - $25; Midco Aquatic Center meetings rooms (4 total) - $50/hour with a
1-hour minimum; Tuthill House - $175 for a 4-hour block; spaces and fees for Falls
Overlook Cafe, Prairie Green Golf Course, Great Bear Recreation, and Great Plains
Zoo are managed by 3rd parties; Siouxland Libraries meeting rooms (10 total) and
multiple study rooms - free to use; Sioux Falls School District (SFSD) spaces and
fees are managed by the school district; and hotels, restaurants, church's, private
business etc..., are also available.
Nelson spoke on the identified indoor recreation opportunities throughout the
community. These included: wellness centers, fitness clubs, and entertainment
venues, the YMCA, SFSD, Volunteers of America (VOA), and Active Generations.
She commented that there are plenty of opportunities and options, but there is a
need for more. She spoke on the idea of bringing back "open gym", with staffing on
weekends and on "no school" days during the school year, possible locations,
operating hours, and approximately $85K-90K annual cost and what that cost
covers.
Nelson continued the presentation by speaking on partnerships with agencies who
may share similair goals, and current agreements that are in place with the SFSD
and the YMCA. She explained that the YMCA will be updating their strategic plan to
include a focus on youth programs and leveraging strategic partnerships. She
commented that the City's needs and the YMCA's needs are coming together and
mentioned an amendment to the current agreement with the YMCA to include that
the YMCA provide indoor recreation open gym opportunities on weekends
throughout the school year, and the estimates of that funding.
There was discussion on: which type of school campuses where open gym would
occur, open gym locations, the possibility of a city-wide indoor chess tournament,
data collection on amount of indoor facility activity and inquiries over the next
winter, and the availabity of the Levitt for public use.
B. Airport Land Exchange by Don Kearney, Director of Parks and Recreation; and Dan
Letellier, Executive Director for Sioux Falls Airport Authority
Presentation: Approximately 15 minutes followed by discussion
Don Kearney, Director of Parks and Recreation, gave a brief overview of the
presentation and proposed land exchange, and introduced Dan Letellier, Executive
Director for the Sioux Falls Airport Authority.
Letellier gave a presentation on the proposed land exchange. He gave the history of
the Airport Authority, and explained that 39 acres of Elmwood Golf Course and the
16 acres just north of the golf course were mistakenly transferred to the Airport
Authority, and options given from the Federal Aviation Administration (FAA). He
reviewed maps of the land parcels, and spoke on the history of the property
exchange effort and a summary of the proposed exchange where: the City would
receive 55.55 acres of Elmwood Golf Course, 9.37 acres north by the diversion
channel and a 1.15 acre access easement; the airport would receive an airspace
easement for 210.86 acres off of Runway 3 (Elmwood Golf Course area), 2.64
acres off of Runway 3 end in the Runway Safety Area, and an airspace eaement for
63.77 acres off of the Runway 21 end (north of the airport).
Letellier gave an additional reviews of: a map that displayed all of the proposed land
for the exchange, and a table listing the land parcels and their value summaries
based on updated appraisals. He spoke on the next steps of going over the
proposal with the Parks Board at the September 20, 2023 meeting and on the
October 3rd and October 10th City Council meetings for review and consideration.
