MINUTES Informational Meeting Monday, October 16, 2023, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole (arr. 4:02 p.m.), Rich Merkouris, Marshall Selberg, Curt Soehl Council Members Absent: Alex Jensen, Greg Neitzert, Pat Starr Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Audit Committee: Thursday, October 12, 2023 (Council Members: Jensen (Chair), Barranco, Merkouris, Neitzert) Council Member David Barranco reported that two new citizen members were welcomed to the committee; heard two reports; and voted to bring forth a Co- Sourcing firm to the Council for consideration. 3. Councilor Remarks There were none. 4. Presentations A. September 2023 Monthly Financial Statements by Shawn Pritchett, Finance Director Presentation: Approximately 10 minutes followed by discussion Shawn Pritchett gave the September 2023 Monthly Financial Report (presentation attached). He also spoke about the continued conversations regarding contract agreements and how to improve the process; the requirements of GASB (the Governmental Accounting Standards Board) and how it leaves an impact with budgeting process; and the South Dakota Municipal League. Discussion followed regarding having an overview of vehicle purchases; concerning financial trends; an overview of the Enterprise Fund, with downtown parking; and  LGA (Local Government Assistance) Funds, concerning the Housing Fund and Investment balance. B. 2024 Legislative Session by Jim David, Chief of Legislation & Policy Presentation: Approximately 10 minutes followed by discussion Jim David gave a presentation on the 2024 Legislative Session (presentation attached). Discussion followed regarding removing Item 6, from the Legislative Priorities list, regarding a new penitentiary due to the recent land purchase for one; holding working groups for discussion purposes, like last year; childcare is missing from the list and potential options; school security and formulating ideas about it during a working session. 5. Public Comment There was none. 6. Executive Session A. Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3) A motion was made by Council Vice-Chair Merkouris and seconded by Council Member Soehl to enter Executive Session at 4:29 p.m. for the purpose of Consulting with legal counsel or reviewing communications from legal counsel about proposed or pending litigation or contractual matters pursuant to SDCL 1-25- 2(3). Roll call vote to enter Executive Session. 5 Yes: Barranco, Cole, Merkouris, Selberg, Soehl; 0 No: (None). Motion Passed. 7. Adjournment The meeting adjourned at 4:50 p.m. Denise D.
