MINUTES Informational Meeting Tuesday, October 24, 2023, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole, Alex Jensen (arr. 4:24 p.m.), Rich Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl, Pat Starr Council Members Absent: None Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Councilor Remarks Councilor Curt Soehl encouraged the other Council members to attend a Breakfast Club Meeting, on Wednesday morning, at the Instructional Planning Center. 3. Presentations A. Rental Ordinance by Rich Merkouris, City Council Member Presentation: Approximately 15 minutes followed by discussion Councilor Rich Merkouris gave a presentation regarding a potential Rental Ordinance change (presentation attached). Discussion followed regarding: landlords being in compliance with State law; how to show proof of current licensing and being informed; thanking Merkouris for the work that he has done; making sure that any changes being made to the ordinance benefits both landlords and renters; why exempt vacation homes; the need to provide short term rental landlords with additional training; location of rental information; the information provided on the Neighborhood Connect website; the distinction between short and long term rentals; and the balancing act between landlords and tenants. 4. Public Comment Denise Hanzlik, with the South Dakota Multi-housing Association, spoke about the majority of property owners and management companies being reputable; clarified that permits are per building address and not property; educational hours; and inspection rules per State law.  Tyler Childress spoke about a better system being needed for providing landlords with information. Sierra Broussard spoke about information being available and disagreed with a better system being needed to inform landlords. 5.
