MINUTES Informational Meeting Tuesday, January 23, 2024, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Sarah Cole, Alex Jensen, Rich Merkouris, Greg Neitzert, Marshall Selberg, Curt Soehl Council Members Absent: Pat Starr Council Chair Marshall Selberg called the meeting to order at 4 p.m. 2. Committee/Commission Reports A. Regulatory Oversight Committee: Thursday, January 23, 2024 (Council Members: Jensen (Chair), Barranco, Merkouris, Neitzert) Council Member Alex Jensen provided the report for the Regulatory Oversight Committee meeting. B. Urbanized Development Commission (UDC): Thursday, January 18, 2024 (Council Members: Barranco, Merkouris, Neitzert, Starr) Council Member Greg Neitzert provided the report for the Urbanized Development Commission (UDC) meeting. 3. Councilor Remarks Council Member Curt Soehl stated that it's National Pie Day and encouraged people to go have some pie. Neitzert shared his recent experience with using the SAM app, to get a bus ride-on- demand. 4. Presentations A. Sanitary Sewer System Improvements Update by Mark Cotter, Public Works Director Presentation: Approximately 5 minutes followed by discussion The Sanitary Sewer System Improvements Update was presented by Mark Cotter, Director of Public Works (presentation attached to the agenda).  Following the presentation there was some discussion and questions from the Council, which were answered by Cotter. B. 2024 Election Update by Jermery Washington, City Clerk Presentation: Approximately 10 minutes followed by discussion The 2024 Election Update was presented by Jermery Washington, City Clerk (presentation attached to the agenda). Following the presentation there was some discussion and questions from the Council, which were answered by Washington. C. Billboard Ordinance Update by Greg Neitzert, City Councilor Presentation: Approximately 5 minutes followed by discussion Neitzert presented a Billboard Ordinance Update (maps attached to agenda). He explained some proposed changes to the ordinance maps; and upcoming presentations, of the ordinance, to the Planning Commission and City Council. Following the presentation there was some discussion and questions from the Council, which were answered by Neitzert. 5. Public Comment There was none. 6.
