MINUTES Informational Meeting Tuesday, September 3, 2024, at 4:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, SD 57104 1. Call To Order Council Members Present: David Barranco, Miranda Basye, Sarah Cole, Jennifer Sigette, Curt Soehl, Ryan Spellerberg, Richard L. Thomason Council Members Absent: Rich Merkouris Council Chair Curt Soehl called the meeting to order at 4:00 p.m. He stated that there was a quorum. 2. Committee/Commission Reports A. Urbanized Development Commission (UDC): Thursday, August 15, 2024 (Council Members: Barranco, Basye, Cole, Thomason) Councilor David Barranco gave the Urbanized Development Commission report from the August 15, 2024 meeting. 3. Councilor Remarks Councilor Soehl commented on an opening in the Curling League on Wednesday nights. 4. Presentations A. Experience Sioux Falls - 2025 Budget and Update by Teri Schmidt, Experience Sioux Falls Presentation: Approximately 10 minutes followed by discussion Teri Schmidt, CEO, Experience Sioux Falls, presented the 2025 BID Budget and Experience Sioux Falls updates (presentation attached to the agenda). Following the presentation, questions asked by the Council were answered by Schmidt. B. A Bold Vision For Kids, Families and Economic Vitality by Natalie Eisenberg and Lynne Forbes, Co-Chairs of Friends of the Riverline District; Keith Severson, Finance Chair, Friends of the Riverline District and Sioux Falls Development  Foundation Board Member; and Jeff Eckhoff, Director of Planning and Development Services, City of Sioux Falls Presentation: Approximately 20 minutes followed by discussion Natalie Eisenberg, Co-Chair of Friends of the Riverline District, presented an overview of the Riverline District (all presentations attached to the agenda). Following the overview, Eisenberg introduced Lynne Keller Forbes, the other Co- Chair of Friends of the Riverline District. Forbes presented the historical journey and milestones over the past few years. After her presentation, Forbes introduced Jeff Eckhoff, Planning and Development Services Director. Eckhoff presented the current and future milestones. After the presentation, Eckhoff introduced Keith Severson, Sioux Falls Development Foundation Board Member. Severson gave a presentation on the site acquisition and purchase agreement. At the conclusion of the entire presentation, there was some discussion had and the questions that were asked by the Council were answered by the presenters. 5. Public Comment Cathy Brechtelsbauer spoke regarding concerns for the of lack of communication and notification of community engagement meetings. 6.
