City of Sioux Falls Council/Minnehaha County Commission Joint Meeting Minutes Carnegie Town Hall JOINT MEETING OF TUESDAY, SEPTEMBER 26, 2017 AT 5 PM ROLL CALL MEMBERS PRESENT/ABSENT OFFICIAL AGENDA Council Members: Christine M. Erickson, Michelle Erpenbach, Greg Neitzert, Marshall Selberg, Pat Starr, and Theresa Stehly. Absent: Rick Kiley, Rex Rolfing and Mayor Mike T. Huether. Minnehaha County Commission: Jeff Barth, Jean Bender and Dean Karsky. Absent: Gerald Beninga and Cindy Heiberger. PLEDGE OF ALLEGIANCE REGULAR AGENDA ITEMS APPROVAL OF REGULAR AGENDA A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Pat Starr to approve the Regular Agenda. Vote to approve: Roll Call: Yeses, Christine M. Erickson, Michelle Erpenbach, Greg Neitzert, Marshall Selberg, Pat Starr, Theresa Stehly, 6. Noes, 0. Motion Passed. NEW BUSINESS 1. Proposed Change Order for Museum Collections Storage Building by Bill Hoskins, Director of the Siouxland Heritage Museums A motion was made by Council Member Pat Starr and seconded by Council Member Michelle Erpenbach to approve Item 1. Vote to approve: Roll Call: Yeses, Christine M. Erickson, Michelle Erpenbach, Greg Neitzert, Marshall Selberg, Pat Starr, Theresa Stehly, 6. Noes, 0. Motion Passed. The Minnehaha County Commissioners also approved by separate motion. 2. CONDITIONAL USE PERMIT (17-54): 47646 Slip Up Creek Rd., Tract 2, Andy’s Acres, NE1/4 SW1/4, Section 23-T102N-R49W, City of Sioux Falls. The request for the Conditional Use Permit was to allow a 2,376 square foot accessory structure with the conditions 1) That the total accessory building square footage shall not exceed 1,360 square feet. 2) That a building permit is required prior to construction of the accessory building. 3) An inspection must be made of the proposed new accessory building to ensure that the total area of the building does not exceed 1,360 square feet. 4) Only personal residential storage shall be allowed in the building, and no commercial uses or commercial storage will be allowed at any time. 5) All outdoor lighting shall be of a full cutoff and fully-shielded design to prevent direct spillage of light beyond the property boundaries. 6) That the Planning & Zoning Department reserves the right to enter and inspect the accessory building at any time, after proper notice to the owner, to ensure that the property is in full compliance with the conditional use permit conditions of approval and the Minnehaha County Zoning Ordinance (Minnehaha County Planning Commissioners voted to approve the total accessory building not to exceed 2,000 square feet, 5-Yes, 0-No; City of Sioux Falls Planning Commissioners voted to approve the total accessory building not to exceed 1,360 square feet, 3-Yes, 1-No A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Marshall Selberg to approve Item 2 with the condition that the accessory building not exceed 2,000 square feet and that it be a stick-built building. Vote to approve: Roll Call: Yeses, Christine M. Erickson, Michelle Erpenbach, Marshall Selberg, Theresa Stehly, 4. Noes, Greg Neitzert, Pat Starr, 2. Motion Passed. The Minnehaha County Commissioners also approved by separate motion. ADJOURNMENT A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Pat Starr to adjourn the meeting at: 5:37 p.m. A voice vote was taken. All members voted yes.
