CALL TO ORDER
MEETING ROLL CALL
Present: Council Member Curt Soehl, Council Member Pat Starr, Council Member
Theresa Stehly, Council Member Christine M. Erickson, Council Member Rick Kiley,
Council Member Greg Neitzert, Council Member Marshall Selberg
Absent: Council Member Janet Brekke, Mayor Paul TenHaken
Present: Minnehaha County Commission Member Jeff Barth, Minnehaha County
Commission Member Jean Bender, Minnehaha County Commission Member Gerald
Beninga, Minnehaha County Commission Member Cindy Heiberger, Minnehaha
County Commission Member Dean Karsky
Absent: None.
PLEDGE OF ALLEGIANCE
APPROVAL OF THE REGULAR AGENDA
A motion was made by Council Member Erickson and seconded by Council Member
Kiley to approve the Regular Agenda.
Roll call vote to approve. 7 Yes: Soehl, Starr, Stehly, Erickson, Kiley, Neitzert, Selberg; 0
No: (None). Motion Passed.
REGULAR AGENDA ITEMS
1. Withdrawal by Minnehaha County Commission of Reading to Consider Vacating a
Portion of Right-of-Way Located on S. Overlund Pass. No action required by Sioux
Falls City Council
This item was withdrawn at the request of the Minnehaha County Planning staff and
voted on by the Minnehaha County Commissioners. No action was necessary or taken
by the Sioux Falls City Council.
2. Joint Budget Hearing for Siouxland Heritage Museums
Bill Hoskins, Director of the Siouxland Heritage Museums, reviewed the following
information: Siouxland Heritage Museums Mission Statement; Old Courthouse Museum
& Pettigrew Home and Museum; Irene Hall Museum Resource Center; Museum
Visitation; Museum Collections; Museum Education; Museum Exhibits; Museum
Rentals; Museum Volunteers; Siouxland Heritage Museums; 2020 Budget Request;
Museum Operations Budget; Pettigrew Museum Maintenance Budget; Old Courthouse
Museum Maintenance Budget; Museum Resource Center Maintenance Budget;
Museum Special Enterprise Fund Budget; Museum Store Budget; FY20 Significant
Budget Changes; Budget Request Summary.
Discussion followed regarding: being past the change order process; and Sioux Falls
being selected as the site for the Mountain Plains Museum Association Annual Meeting
on September 5, 2020;
A motion was made by Council Member Kiley and seconded by Council Member Soehl
to approve the budget.
Roll call vote to approve. 7 Yes: Soehl, Starr, Stehly, Erickson, Kiley, Neitzert, Selberg; 0
No: (None). Motion Passed.
3. Joint Budget Hearing for Siouxland Libraries
Jodi Fick, Director of Siouxland Libraries, opened with a video about the Siouxland
Libraries.
Fick provided a review of the department's responsibilities and projects including: "Our
Story”, BHAG 1-2, Budget Breakdown of Personnel and Other Operating of $7.9M;
Budget Breakdown by Program (Collections, Operations, Technology, Programming and
Facilities); Capital Overview to include the 2020 Capital Projects of Print & AV Materials,
Self Check Out, Shelving and Courier Van; and the 2020 Budget Request.
Discussion followed regarding: customer services provided to the citizens and especially
to children; the benefits of reading using books vs. electronic devices; the use of digital
magazines being up 76% this year; the increase in digital ebooks and audio books; the
growth of library services vs. the number of employees; whether or not libraries should
be open on the same days as the school district days; and that 68% of children
attending school are "kindergarten ready" and what that means.
A motion was made by Council Member Neitzert and seconded by Council Member
Kiley to approve this budget.
Roll call vote to approve. 6 Yes: Soehl, Starr, Erickson, Kiley, Neitzert, Selberg; 0 No:
(None). Motion Passed. Stehly was not present for the vote on this motion.
4. Joint Budget Hearing for Metro Communications
Scott McMahon, Director of Metro Communications, provided an overview of the
department's duties and responsibilities. The duties include: 911 in South Dakota; About
Metro Communications; 10 Year Growth Summary; Operating Expenses; Personnel
Expenses; What is Happening Now; What Should Be Happening; Radio/
Boards/Consoles; Risks Incurred; How Do We Know It Will Work?; All Calls Into The
Center; Current Minimums/Proposed Minimums; The Logic; Expected Results;
Personnel Request – 2020 Growth; Financial Support; Cash Flow; and Future
Considerations.
Discussion followed regarding: the existing primary facility and the backup center; the
growth in responsibility vs. the number of employees and dispatchers; whether or not
there is room at the existing facility to increase staff and add equipment; the expected
increase in health insurance and what carriers are being used; the costs associated with
building a new primary center that meets FEMA standards; and the need for a new
facility to be built sooner vs. later.
A motion was made by Council Member Erickson and seconded by Council Member
Kiley to approve the budget.
Roll call vote to approve. 7 Yes: Soehl, Starr, Stehly, Erickson, Kiley, Neitzert, Selberg; 0
No: (None). Motion Passed.

There was none.
ADJOURNMENT
A motion was made by Council Member Starr and seconded by Council Member
Neitzert to adjourn the meeting at 6:45 p.m.

No: (None). Motion Passed.
