MINUTES Joint Sioux Falls City Council - Minnehaha County Commission Meeting Tuesday, July 28, 2020 at 5:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, South Dakota 57104 CALL TO ORDER MEETING ROLL CALL Present: Council Member Pat Starr, Council Member Janet Brekke, Council Member Christine M. Erickson, Council Member Alex Jensen, Council Member Rick Kiley, Council Member Greg Neitzert, Council Member Marshall Selberg, Council Member Curt Soehl Absent: Mayor Paul TenHaken Present: Minnehaha County Commission Member Jeff Barth, Minnehaha County Commission Member Jean Bender, Minnehaha County Commission Member Cindy Heiberger Absent: Minnehaha County Commission Member Gerald Beninga and Minnehaha County Commissioner Dean Karsky PLEDGE OF ALLEGIANCE REGULAR AGENDA ITEMS APPROVAL OF THE REGULAR AGENDA A motion was made by Council Member Erickson and seconded by Council Member Kiley to approve the Regular Agenda. Roll call vote to approve. 8 Yes: Starr, Brekke, Erickson, Jensen, Kiley, Neitzert, Selberg, Soehl; 0 No: (None). Motion Passed. NEW BUSINESS 1. Informational Presentation: Update on proposed Public Safety Training and Metro Communications (PSAP) Facilities by Scott McMahon, Director of Metro Communications; and Community Bond 2020 by Shawn Pritchett, Director of Finance Police Chief Matt Burns Chief Burns opened the presentation by reviewing the need for upgrading the Public Safety Training and Metro Communications facility. He reviewed the existing facilities that were built in 1978 and the additions that have been added  since then. Burns reviewed the structures that are now unsafe and unusable and illustrated why updating and fixing these facilities would be expensive and not a good use of resources. Burns used the following slides to further illustrate and elaborate on the project: Current Training Facility – Sioux Falls Fire Rescue; Sioux Falls Police Department RANGE; Runway View; Proposed Project Land – East 60th Street North and Sycamore; Overlay of Project Components; 3D Renderings; and EVOC and Fire Props. Scott McMahon, Director of Metro Communications, provided the following updates regarding the benefits of the proposed facility. He reviewed the specific needs to cover public safety, public service and organizational needs. McMahon reviewed the history of the existing facilities and illustrated examples of the growth and need for improved public safety facilities to cover additional staff and a growing workload. McMahon reviewed the following slides in providing an update on the proposed facility: Three Primary Justifications for a new Public Safety Answering Point (PSAP); The Beginning; Notice The Changes; Continued Growth; Beyond Any Further Growth; Planning For The Future; and the Public Safety Training Campus Partnership. McMahon introduced Rick Kuhl, WSKF Architects, and Tommy Ambercrombie, Ambercrombie Planning and Design, to provide additional insite on the review and design of the facility. The following slides were reviewed to illustrate a need for improvement in training and educational needs for police, fire and safety personnel: Public Safety Training & PSAP Facility: – Schematic Design; Process/Timeline; Our Location and Site Location; Training Campus; Classroom/Admin./PSAP; Stor./Maint./O.D. Classroom; Range; Scenario Village; USAR Collapse Structure; EVOC Low Speed; and EVOC High Speed. A video was shown displaying an aerial view of the proposed site and facility. Shawn Pritchett, Director of Finance, reviewed information regarding the monetary portion of the presentation including information regarding bonding, financing, and grant availability. Pritchett reviewed the following slides providing additional analysis of the costs: Training Campus; PSAP- METRO 911 Cost; PSAP Space Allocation; Joint vs. Stand-Alone Metro 911; Public Safety Training Campus; Combined City Costs; Project Approval Milestones; Bond Proposal; and Summary. Discussion followed regarding: Why the initial County Commission contribution changed from $2M to $2.5M; the availability of grants and federal funding; the timeline for funding; a brief update on how Minnehaha County and the City of Sioux Falls have worked together in the past regarding funding joint projects; the cost increase for the needed equipment; contingency plans for possible future cost increases; the timeline for bidding and starting construction on the facility; changes in initial facility needs that caused a reduction in the overall costs; who is paying for the land and parking lot; how future costs will increase if the project is delayed; how City Council and County Commissioners are both represented on the Metro Management Council and expenses have been presented and reviewed in the past. 2. 2019 Museum Enterprise Fund Report by Bill Hoskins, Director of the Siouxland Heritage Museums  Bill Hoskins, Director of the Siouxland Heritage Museums, provided the annual update on the Museum Enterprise Fund Report. Hoskins provided charts and graphs that provided a comparison with past fund reports and the expenses for 2019. Slides included: Museum Special Enterprise Fund; 2019 Income and Expenses illustrating income and expenses; Graph illustrating 2019 Income Sources; Graph illustrating 2019 Expenses; Enterprise Fund Balance from 2015 to 2019; Obligated Funds; Enterprise Fund Obligated Expenses 2019; and 2019 Enterprise Fund Highlights. Discussion followed regarding reviewing the information at a future budget meeting with the Sioux Falls City Council and the Minnehaha County Commission. PUBLIC INPUT There was none.
