CALL TO ORDER
Present: Council Member Alex Jensen, Council Member Rick Kiley, Council Member
Greg Neitzert, Council Member Marshall Selberg, Council Member Curt Soehl,
Council Member Pat Starr, Council Member Janet Brekke, Council Member Christine

APPROVAL OF THE REGULAR AGENDA
A motion was made by Council Member Soehl and seconded by Council Member
Selberg to approve the Regular Agenda.
Roll call vote to approve. 8 Yes: Jensen, Kiley, Neitzert, Selberg, Soehl, Starr, Brekke,
Erickson; 0 No: (None). Motion Passed.
NEW BUSINESS
1. Joint Budget Hearing for Siouxland Heritage Museums
Bill Hoskins, Director of the Siouxland Heritage Museums, reviewed the following
information: The Mission for the Siouxland Heritage Museums; The Old Courthouse
Museum and Pettigrew Home and Museum; the Irene Hall Museum Resource Center;
Museum Visitation; Museum Collections; Museum Education; Museum Exhibits;
Museum Rentals; Museum Volunteers; Museum Budget; 2021 Budget Request;
Museum Operations Budget; Pettigrew Museum Maintenance Budget; Old Courthouse
Museum Maintenance Budget; Museum Resource Center Maintenance Budget;
Museum Special Enterprise Fund Budget; Museum Store Budget; FY21 Significant
Budget Changes; and Budget Request Summary.
Discussion followed regarding the museum revenues and the impact of COVID on the
budget projections.
A motion was made by Council Member Selberg and seconded by Council Member
Jensen to approve the budget.
Roll call vote to approve. 8 Yes: Jensen, Kiley, Neitzert, Selberg, Soehl, Starr, Brekke,
Erickson; 0 No: (None). Motion Passed.
The Minnehaha County Commission also approved Item 1 by separate motion and vote.
2. Joint Budget Hearing for Siouxland Libraries
Jodi Fick, Director of Siouxland Libraries, opened with expressing appreciation to
finance/staff for assistance in preparing the 2020-2021 budget.
Fick provided a review of the department’s responsibilities and projects including: Our
Story; Our Services; COVID Impact; Our Service Outcomes; Budget Breakdown; Capital
Overview; and the Siouxland Libraries 2021 Budget Request (City of Sioux Falls Portion:
$7,512,674; Minnehaha County Portion: $1,275,000; and Total Budget Request:
$8,787,674.).
Discussion followed regarding: what is used to determine which items to purchase for
the future; how to review items that are not being used (weeding;) what items need
replacement and when; after school programming due to COVID; libraries are not
‘gathering places’ anymore because of COVID; program enhancements or changes due
to COVID and what things to keep after COVID is gone; curbside service wants to be
maintained/continued after COVID; virtual programming and the need for webex
meetings to continue.
A motion was made by Council Member Selberg and seconded by Council Member
Kiley to approve the budget.
Roll call vote to approve. 8 Yes: Jensen, Kiley, Neitzert, Selberg, Soehl, Starr, Brekke,
Erickson; 0 No: (None). Motion Passed.
The Minnehaha County Commission also approved Item 2 by separate motion and vote.
3. Joint Budget Hearing for Metro Communications
Scott McMahon, Director of Metro Communications, provided an overview of the
department’s duties and responsibilities: 911 in South Dakota (2019); Facts about Metro
Communications; Metro Accomplishments 2019/2020; Metro Communications 2020
Budget ($5,171,045) – listing the revenue sources of: State 911 funding, City of Sioux
Falls, Minnehaha County, City of Brandon, Audio Recordings, EMS Transfer Fees, and
all other revenue; Major Revenue Sources, Total All Expenses, and +/- Cash Reserves;
Metro Communications 2021 Request; Value of Temporary Staffing; 2019 Telephone
Calls Answered; Growth in Calls for Service; and Metro Communications 2021 Budget
($5,169,013).
Discussion followed regarding: the existing cash reserve amounts ( noting there
are734k in payments yet this year which will reduce this amount) and the 15% amount in
reserve which has been discussed with the city’s finance team.
A motion was made by Council Member Brekke and seconded by Council Member
Soehl to approve the budget.
Roll call vote to approve. 8 Yes: Jensen, Kiley, Neitzert, Selberg, Soehl, Starr, Brekke,
Erickson; 0 No: (None). Motion Passed.
The Minnehaha County Commission also approved Item 3 by separate motion and vote.

A motion was made by Council Member Starr and seconded by Council Member Jensen
to adjourn the meeting at 6:13 p.m.

Levan Town Council Meeting
March 9, 2022
7:00 P.M.
1. Opening ceremonies:
The meeting was called to order at 7:00 PM by Mayor Bruce Rowley. All
present were welcomed. The invocation was offered by Councilmember
Ray Evans. The Pledge of Allegiance was led by Councilmember Chris
Webb.
Town Officials present: Mayor Bruce Rowley and Councilmembers Ray
Evans, Chris Webb, Amy Lowe, and Taryn Brooks.
Town Staff present: Town Clerk Heather Poulsen
Others present: Juab County Planning Commissioners Marvin Kenison,
Clint Painter, and Richard Hansen. Rebecca Dopp from the Times News.
Barbara and Rust Finlinson, Jennalyn Webb, TJ Webb, Becki Webb,
Brennan Webb, Barrett Brooks, and Planning Commission Chairman Alan
Paystrup.
2. Swearing in of New Elected Officials
Judge Barbara Finlinson swore in elected official Chris Webb. She then
swore in Amy Lowe who was appointed to fill the town council vacancy
left when councilmember Bruce Rowley was elected as Mayor.
3. Discussion Items:
Mayor Bruce Rowley turned the time over to Juab County Planning
Commissioner Marvin Kenison. Marvin let the council know that Juab
County is doing a GIS mapping and he was there to officially ask for the
information from the town that they to put on that mapping system.
Roads, gas lines, and meters are some of the things that would be on that
map and available on line.
Commissioner Clinton Painter took a minute to inform the council about
some of the low-income programs that are available in Juab County to
help with housing. He wanted to make sure that the public new about
some of the programs that are not getting utilized as much as they could
be.

The Town council decided to hold the town cleanup day on April 30th.
Council member Amy Lowe wondered how well it was attended and if
anyone thought that something like a raffle or other prize would get more
attendance. Town Clerk Heather Poulsen said she would have to look and
see if anything was budgeted for something like that.
4. Action Items:
a. Councilmember Ray Evans made the motion to set the town
cleanup date for April 30th. Taryn seconded the motion and all
were in favor.
b. Resolution No. 03092022-01 which sets the Irrigation Company
Electric Utility Seasonal pumping rates for Levan Town. The town
has never set a seasonal pumping rate for the irrigation company
and due to increase costs and an independent rate study
recommendation they needed to updated their fees.
Councilmember Ray Evans made the motion, seconded by
Councilmember Taryn Brooks, to adopt Resolution No. 03092022-
01. All were in favor. Motion carried
c. Levan town owns approximately 4 ¾ acres of pasture by the
cemetery that the lease expires this year. The last lease was for 5
years. Payment was due before animals were placed on the
property and any damage was the responsibility of the person
leasing the property to fix. It was leased on a lump sum fee instead
of per head fee. Taryn made the motion to open the cemetery
pasture lease for sealed bids with the same criteria as was set
forth in the previous lease. Ray seconded the motion and all were
in favor.
d. Ordinance No. 03092022-01 External Accessory Dwelling Unit
Moratorium.
Levan Towns code allows for External Accessory dwelling units.
The Planning Commission is currently reviewing if that is
something that should be allowed. The town council felt it was
best to put a six-month moratorium on building External AUD’s
until the Planning Commission can review the code and pass on
its recommendations. Mayor Rowley asked for a roll call vote to
pass Ordinance No. 03092022-01

5. Mayor/Council Member/Department/Committee Reports:
a. Mayor/Council Members: Councilmember Ray Evans reported
that the JRDA is progressing is moving forward with the scales at
the dump. They will soon be hiring someone to run the scales.
Mayor Bruce Rowley reported that he just returned from a trip to
Washington with the UMPA. They had lobbied for companies like
UMPA to receive incentives for putting in solar panels.
b. Office Issued Permits Report:
i. Building permits: Richard Stowell received a permit
to build a shop/garage
ii. Business License: None
c. Planning Commission: Planning Commission Chairman Alan
Paystrup reported that they were still working on the subdivision
ordinance and were hoping to have it done before the moratorium
ended.

6. Council Business:
a. Approval of Minutes:

Councilmember Chris Webb, to approve the minutes from the CIB

Public Hearing on February 9, 2022. All council members present
were in favor. Motion carried.
-February 9, 2022- Regular Session
Councilmember Ray Evans made the motion, seconded by
Councilmember Amy Lowe, to approve the minutes from the
Regular Session dated February 9, 2022. All council members
present were in favor. Motion carried.
b. Approval of Claims
Councilmember Ray Evans made the motion, seconded by
Councilmember Taryn Brooks, to approve the Claims dated
2/01/202 to 2/28/2022. All council members present were in
favor. Motion carried.
c. Approval of Payroll Comparison Report
Council member Ray Evans wondered when the Mitchells would
receive their last payment and Town Clerk Heather Poulsen said
she would find out and get back with him.
Councilmember Taryn Brooks made the motion, seconded by
Councilmember Amy Lowe, to approve the Payroll Comparison
Report dated 1/01/2022 to 2/28/2022. All council members
present were in favor. Motion carried.
d. Approval of Final Cash Receipts Report
Councilmember Ray Evans made the motion, seconded by
Councilmember Chris Webb, to approve the Cash Receipts Report
dated 1/1/2022 to 1/31/2022. All council members present
were in favor. Motion carried.
e. Review of Tentative Cash Receipts Report
The council reviewed the Cash Receipts Report dated 2/01/2022
to 2/28/2022.
f. Budget Report Review
The council reviewed the budget report for 7/01/2021 to
2/28/2022.

7. Adjourn: Councilmember Taryn Brooks made the motion, seconded by
Councilmember Amy Lowe to adjourn. All council members present were
in favor. The meeting adjourned at 7:30 PM.
