CALL TO ORDER

Present: Council Member Curt Soehl, Council Member Pat Starr, Council Member

PLEDGE OF ALLEGIANCE
APPROVAL OF THE REGULAR AGENDA
A motion was made by Council Member Kiley and seconded by Council Member
Selberg to approve the Regular Agenda.
Roll call vote to approve. 7 Yes: Soehl, Starr, Brekke, Jensen, Kiley, Neitzert, Selberg; 0
No: (None). Motion Passed.
NEW BUSINESS
1. Joint Budget Hearing for Metro Communications by Scott McMahon
A motion was made by Council Member Kiley and seconded by Council Member Brekke
to approve Item 1.
Roll call vote to approve. 7 Yes: Soehl, Starr, Brekke, Jensen, Kiley, Neitzert, Selberg; 0
No: (None). Motion Passed.
The Minnehaha County Commission also approved Item 1 with a separate motion and
vote.
2. Joint Budget Hearing for Siouxland Libraries by Jodi Fick
A motion was made by Council Member Jensen and seconded by Council Member
Brekke to approve Item 2.
Roll call vote to approve. 7 Yes: Soehl, Starr, Brekke, Jensen, Kiley, Neitzert, Selberg; 0
No: (None). Motion Passed.
The Minnehaha County Commission also approved Item 2 with a separate motion and
vote.
3. Joint Budget Hearing for Siouxland Heritage Museum by Bill Hoskins
A motion was made by Council Member Selberg and seconded by Council Member
Jensen to approve Item 3.
Roll call vote to approve. 7 Yes: Soehl, Starr, Brekke, Jensen, Kiley, Neitzert, Selberg; 0
No: (None). Motion Passed.
The Minnehaha County Commission also approved Item 3 with a separate motion and
vote.
4. CONSIDER MOTION TO APPROVE, DENY OR AMEND CONDITIONAL USE PERMIT
#21-17 TO ALLOW EXPANSION OF A PRIVATE AIRPORT APPROXIMATELY ONE
MILE WEST OF SIOUX FALLS. The Minnehaha County Planning Commission made a
motion to approve Conditional Use Permit #21-17 with recommended conditions: 1. The
conditional use permit will allow a private airport with no commercial passenger flights
allowed. 2. The operator of the airport must obtain an ongoing road maintenance
agreement with the township which maintains 268th Street. The road maintenance
agreement must cover all township maintained roads east of the street entrance located
on the south side of the airport. 3. The airport shall meet all FAA requirements. The
motion passed 6-0. The City Planning Commission made a motion to approve
Conditional Use Permit #21-17 with recommended conditions. The motion failed 2-5.
Split decision.
The applicant withdrew the Conditional Use Permit Application.
The Minnehaha County Commission made a separate motion and vote to rescind the
action taken by the Minnehaha County Planning Commission on Item 4.
There is no action required by the Sioux Falls City Council on Item 4.
5. AN ORDINANCE AMENDING THE 2002 REVISED JOINT ZONING ORDINANCE FOR
MINNEHAHA COUNTY AND THE CITY OF SIOUX FALLS BY REZONING
PROPERTY AT LOT A & THE EAST 200 FEET OF LOT B, TRACT 1, LAUREL RIDGE
ADDITION, SE1/4 SE1/4, SECTION 23-T102N-R49W, MAPLETON TOWNSHIP,
MINNEHAHA COUNTY, SD, FROM THE A-1 AGRICULTURAL DISTRICT TO THE
LAUREL RIDGE PLANNED DEVELOPMENT DISTRICT. (At the July 26, 2021 Joint
Planning Commission Meeting, Minnehaha County voted unanimously for approval; the
City voted 2-3 for approval (motion failed).)
A motion was made by Council Member Starr and seconded by Council Member Kiley
to defer to the Joint Minnehaha County/City of Sioux Falls Meeting on Tuesday,
September 28, 2021.
Roll call vote to defer. 3 Yes: Starr, Kiley, Selberg; 4 No: Soehl, Brekke, Jensen,
Neitzert. Motion Failed.
Mayor TenHaken left the meeting and passed the gavel to Sioux Falls City Council Chair
Soehl at 5:25 p.m.
A motion was made by Council Member Brekke and seconded by Council Member
Neitzert to adopt Ordinance No. 98-21.
Roll call vote to adopt. 6 Yes: Soehl, Brekke, Jensen, Kiley, Neitzert, Selberg; 1 No:
Starr. Motion Passed.
The Minnehaha County Commission also approved Item 5 with a separate motion and
vote.
PUBLIC INPUT
Scott Ehrisman spoke about TIF distribution in the city and his opinion on how
panhandling is being handled in the City of Sioux Falls.
ADJOURNMENT
A motion was made by Council Member Kiley and seconded by Council Member Jensen
to adjourn the meeting at 6:02 p.m.
Voice vote to adjourn. 7 Yes: Soehl, Starr, Brekke, Jensen, Kiley, Neitzert, Selberg; 0
No: (None). Motion Passed.
